Easing Citizenship Rules: No Passport Or Visa Required For CAA Applicants Under New Guidelines
The notification of the Citizenship (Amendment) Act, 2019 (CAA) rules on Monday marked a significant development in India's citizenship policies.
These rules enable individuals belonging to specified religious minorities from Pakistan, Bangladesh, and Afghanistan to apply for Indian citizenship without the need for a valid passport or visa from these countries.

No Passport or Visa Required for CAA Applicants
The rules stipulate that individuals can establish their nationality through documentation proving their lineage to one of these countries. This move is particularly beneficial for non-Muslim migrants who have been residing in India, either illegally or on long-term visas, seeking Indian citizenship.
Home Minister Amit Shah expressed satisfaction with the notification, highlighting its importance in fulfilling the commitment to provide citizenship to persecuted minorities from neighboring countries. The implementation of the CAA, along with the government's proposal for a nationwide National Register of Citizens (NRC), had previously sparked widespread protests across the country. Critics argued that these measures were aimed at excluding Muslims from Indian citizenship, as reported by Indian Express.
Despite opposition from several states, the newly notified rules aim to streamline the citizenship process, reducing the involvement of state governments. Applications for citizenship will now be processed electronically through empowered committees appointed by the Central government. These committees will consist of various officials and stakeholders, ensuring a more centralized and efficient process.
Furthermore, the rules have revised the evidence required to establish citizenship eligibility. Previously, applicants needed to provide a copy of a valid foreign passport along with other documents. However, the new rules expand the acceptable documents to include birth or educational certificates, identity documents, and land or tenancy records, among others.
Additionally, the requirement for producing a certificate from an educational institution demonstrating proficiency in certain languages has been eliminated. Instead, applicants can now declare their proficiency and demonstrate their language skills as needed, as reported by Indian Express.
Overall, the notification of the CAA rules represents a significant step in India's citizenship policies, aiming to provide relief to persecuted minorities while streamlining the citizenship process for eligible individuals.
