Docket Explosion Impeding Quality Judgments and Timely Justice in India, Says Supreme Court Judge
Supreme Court judge Justice Hrishikesh Roy highlighted the issue of docket explosion, which is hindering the delivery of quality judgments and timely justice in India. He spoke at a two-day conference on Court Dockets: Explosion and Exclusion, organised by the Jammu and Kashmir Judicial Academy in collaboration with the National Judicial Academy, Bhopal. The event was held at SKICC and attended by several legal dignitaries.

Justice Roy stressed that the backlog of court cases is a major concern in India, the world's largest democracy. Millions of cases are pending across various levels of the legal system, affecting personal liberty. He suggested adopting alternative dispute resolution (ADR) methods to improve justice administration. "It is a significant concern in a developing country like India," he stated.
Challenges in Justice Delivery
Justice Tashi Rabstan, Chief Justice of the High Court of J-K and Ladakh, pointed out two main issues affecting justice delivery. The first is the overwhelming number of cases leading to backlogs. The second is exclusion, where marginalised groups struggle to access justice. These challenges are widespread, affecting regions across the nation and beyond.
The rising caseloads not only delay justice but also compromise its quality and integrity, according to Justice Rabstan. He emphasised that these issues are not confined to any specific region or jurisdiction but resonate nationwide. Addressing these concerns is crucial for maintaining equity and fairness in the legal system.
Exploring Solutions for Legal System Efficiency
The conference aimed to explore practical solutions for streamlining court processes and enhancing efficiency. Justice Anirudhha Bose, Director of the National Judicial Academy, noted that pending litigation is a hot topic in judicial reform discussions. He expressed hope that the conference would offer valuable insights to ensure equal access to justice for all citizens.
Justice Bose also mentioned that many people hesitate to approach courts due to lengthy case resolutions. By addressing these delays, the legal system can become more accessible and fair for everyone, regardless of their background or economic status.
The event brought together Supreme Court judges, regional legal representatives, and other stakeholders to discuss ways to tackle these pressing issues. The focus was on improving judicial processes to ensure timely and fair justice delivery across India.
Efforts discussed at the conference aim to make the legal system more efficient and accessible. By implementing suggested measures like ADR, it is hoped that both quality judgments and timely justice can be achieved for all citizens.
