DGCA Delays Implementation of New Flight Duty Norms for Pilots

New Delhi, Mar 26 - In a recent development, the Directorate General of Civil Aviation (DGCA) has announced a postponement in the enforcement of the updated flight duty norms for pilots, initially set to commence from June 1. This adjustment aims to provide pilots with extended rest periods, addressing concerns around pilot fatigue. This decision reverses the DGCA's stance communicated less than two weeks prior, which affirmed no delay in the implementation of these revised Flight Duty Time Limitations (FDTL) norms.

DGCA Defers Pilot Duty Norms

A senior official from the civil aviation ministry disclosed on Tuesday that the deferment of the revised FDTL norms is to allow for a comprehensive review of all factors involved. Although immediate specifics were not provided, this move reflects the regulatory body's responsiveness to industry feedback and its commitment to ensuring aviation safety and workforce well-being.

The Federation of Indian Airlines (FIA), which includes major carriers such as Air India, SpiceJet, and IndiGo, had previously reached out to the DGCA on multiple occasions, requesting an extension for the adoption of the new FDTL standards introduced on January 8. In response to these appeals, the DGCA had earlier this month instructed airlines to prepare for the implementation of the updated FDTL Civil Aviation Requirements (CAR) by June 1, 2024.

The revised regulations are designed to enhance pilot welfare by increasing their mandatory weekly rest time to 48 hours and capping night operation landings at two. Additionally, the definition of night hours for pilots has been expanded to include the timeframe from midnight to 6 am, an hour extension from the previous schedule. Furthermore, airlines are now obligated to submit quarterly fatigue reports adhering to a non-punitive and confidential approach.

This adjustment in policy underscores the DGCA's dedication to maintaining high safety standards within India's aviation sector while balancing operational demands and crew health. The extended timeline for implementing these changes demonstrates a pragmatic approach in addressing complex regulatory and industry challenges.
