Delhi Properties Booked for Action Can Now Be Regularised: Mayor Shelly Oberoi

Mayor Shelly Oberoi announced that people in Delhi can now regularise their properties booked for action by getting building sanction plans passed and removing illegal constructions. This move, ahead of the Lok Sabha elections, aims to benefit lakhs of people and curb corruption in electricity meter installations.

In a significant move, the Municipal Corporation of Delhi (MCD) House has approved a proposal that will allow people in Delhi to regularise their properties that have been booked for action. The decision, which comes months ahead of the Lok Sabha elections, is expected to benefit lakhs of people and curb corruption in the process.

Regularisation Process

According to Mayor Shelly Oberoi, property owners can now get their booked properties regularised by getting the building sanction plan passed and removing any illegal constructions. This provision applies to cases where alterations or additions to existing buildings are found to be in violation of the approved building plan, and the illegal portion is marked for demolition.

Addressing Corruption

Mayor Oberoi highlighted that the move will also address corruption in the installation of electricity meters at such properties. She emphasised that the officers responsible for regularising these properties must carry out their duties transparently and within the stipulated time frame.

Process for Regularisation

Explaining the process, Mayor Oberoi stated that if there is any renovation, alteration, or addition to a property in Delhi, and the owner is filing the property tax return, the assessing officer of the MCD's Assessment and Collection department can request the building plan from the Building department. The assessing officer must then respond to the Building department with the house tax details related to the building where changes or additions have been made. Both the assessing officer and the Building department are accountable to each other and must respond within 15 days.

Involving Other Departments

As per Section 491 of the Delhi Municipal Corporation Act, the zonal deputy commissioner and the superintendent engineer will ensure that any changes in a building are communicated to the Electricity department and the Delhi Jal Board. Before taking any action on illegal constructions, these officers must prepare a report of the property and inform the concerned departments. Action will be taken only after obtaining complete reports from all relevant departments.

Additional Proposals

In addition to the regularisation of booked properties, the MCD House also approved several other proposals. These include allocating space on rent to an NGO for working women, purchasing uniforms and stationery for schoolchildren, and appointing additional commissioners and deputy commissioners.
