Delhi Liquor Policy Case: BRS MLC Kavitha’s Close Aide Arun Ramchandra Pillai Gets Bail

The Delhi High Court has granted bail to Arun Ramchandra Pillai, a Hyderabad-based businessman, in connection with a money-laundering case linked to the alleged Delhi excise policy scam. Pillai, who is closely associated with BRS MLC K Kavitha, was arrested by the Enforcement Directorate (ED) on March 6.

According to the ED and the Central Bureau of Investigation (CBI), irregularities occurred during the modification of the Delhi Excise Policy 2021-22. These irregularities allegedly resulted in undue favours being extended to licence holders. The policy was implemented by the Delhi government on November 17, 2021, but was scrapped at the end of September 2022 amid corruption allegations.

Alleged Cartel and Kickbacks

The ED has claimed that Pillai represented the "South Group" at meetings with other accused individuals when the excise policy was being formulated and implemented. The "South Group" is purportedly a cartel of liquor businessmen and politicians who allegedly paid Rs 100 crore in kickbacks to the ruling Aam Aadmi Party (AAP) in Delhi for favours.

Senior advocate Mohit Mathur and advocate Nitesh Rana represented Pillai in court. The court recently granted bail to other individuals involved in the matter, including liquor businessman Sameer Mahendru and AAP volunteer Chanpreet Singh Rayat.

High-Profile Accusations

Chief Minister Arvind Kejriwal, former deputy chief minister Manish Sisodia, and several others are also accused in relation to the excise policy cases. The Supreme Court had earlier granted bail to K Kavitha on August 27 in these cases.

The allegations have brought significant attention to the workings of the Delhi government's excise policy and its implementation process. The ongoing investigations by both ED and CBI continue to unravel more details about the alleged scam.
