Delhi Government Eliminates NOC and Land Status Report Requirements to Simplify Land Registration
The Delhi government has abolished the mandatory no objection certificate and land status report requirements for most land registrations, aiming to simplify processes and enhance ease of living. Specific legal cases will still require these documents.
The Delhi government has removed the need for a no objection certificate (NOC) and land status report (LSR) for most land registration cases, officials announced. This change aims to improve ease of living and business operations. NOCs and LSRs will now only be necessary in specific legal cases under Section 8 of the Delhi Lands Restrictions on Transfer Act, 1972, and Section 30 of the East Punjab Holdings Consolidation and Prevention of Fragmentation Act, 1948.

In all other situations, permissions from the revenue department are not required. Sub-registrars will register documents based solely on the Indian Registration Act, 1908, following legal guidelines. Chief Minister Rekha Gupta stated that the government has been working for five months to simplify governance and enhance service delivery for Delhi residents.
Land Registration Simplification
Gupta pointed out that citizens often encounter unnecessary obstacles at patwari, tehsildar, SDM, and DM offices when dealing with land matters. These hurdles occur even when such documentation is not legally needed. "People had to wait in long queues for NOCs, causing avoidable inconvenience. This reform is intended to eliminate such redundant requirements," she said.
A Buyer Beware clause will be implemented, making buyers responsible for verifying land status and ownership independently. Land-related information will be regularly updated on official government portals to assist buyers. The government is also introducing protective measures to prevent misuse and fraud.
Protective Measures and Monitoring
Lands under Gram Sabha, forest areas, acquisition zones, or restricted categories will remain protected. Any fraudulent transactions will face strict legal consequences. Monitoring systems will be enhanced using GIS technology and an integrated patwari network to ensure safeguards against fraud.
"By eliminating unnecessary paperwork and bureaucratic red tape, we are making governance more accessible and accountable. This will offer significant relief to the public and enhance trust in the administration," Gupta stated. These changes aim to make governance more efficient while maintaining public trust.
