Applications Open for New Hotel, Club and Restaurant Licences in Delhi Ahead of Policy Expiry

The Delhi government's excise department has recently issued a notification inviting applications for hotel, club, and restaurant licenses. The new licenses, referred to as HCR licenses, will be awarded based on approval from the Excise Commissioner. Prospective applicants are required to submit their applications online.

Requirements for Application

These include health and trade licenses, a no-objection certificate (NOC) from Delhi Fire Services, and an eating house license registration certificate issued by DCP licensing among others. All these requirements aim at ensuring that those granted with the HCR licenses comply with all regulations set forth by various bodies responsible for maintaining public safety and health standards.

Extension of Old Excise Policy

In March this year, a government spokesperson revealed that the Delhi Government had decided to extend its old excise policy by six months due to delays in formulating a new one. In essence, while preparations were underway to introduce a fresh policy framework, it was deemed necessary to maintain continuity in operations under the current regulatory environment.

Return to Old Excise Policy

The return to its old excise policy followed after Lieutenant Governor V K Saxena recommended a CBI probe into alleged irregularities concerning its implementation back in July 2022. As such, this necessitated reverting back to older rules until inquiries were completed and any potential issues addressed.

A Stopgap Arrangement

The existing excise policy was adopted on September 1st this year as an interim measure awaiting preparation and implementation of an updated version by the Delhi government. Initially scheduled for expiry on March 31st, the policy's extension has provided a necessary framework for businesses in the hotel, club, and restaurant sectors to operate under until a new policy is put into effect.
