Delhi Education Minister Criticized for Lack of Teacher Transfer Policy
Delhi BJP leader Arvinder Singh Lovely criticised the Kejriwal government on Tuesday over the mass transfer of teachers. He stated that it is the education minister's duty to create the transfer policy. Lovely, a former minister in Delhi, mentioned that while the Director of Education can make transfers, only the education minister can develop the policy.

The transfer order for over 5000 teachers, who have served more than 10 years at one school, was halted after Delhi Lt Governor VK Saxena intervened. Lovely questioned how the Director of Education could issue transfer orders without a policy from the minister. He also accused the Kejriwal government of closing 177 educational institutions in the past five years.
Mass Transfer Policy and Responsibilities
Lovely highlighted that until a policy is formulated by the minister, transfer orders should not be issued. He claimed that this year, out of 2,80,000 students who took the 9th-grade exam, 1,05,000 failed to improve next year's 10th-grade results. This accusation adds to his criticism of the government's handling of education.
In response to Lovely's allegations, AAP shared a letter from the Chief Secretary to the Education Minister. The letter clarified that the central government controls Services, which includes transfers and postings of Delhi government officials. AAP used this letter to counter Lovely's claims about who holds authority over teacher transfers.
Central Government's Role in Services
The letter shared by AAP stated, "The law position is duly settled that the executive powers in services, including vigilance matters, vest with the central government." This statement was used to underline that the central government has control over these matters, not the Delhi government.
Lovely's criticism extended beyond teacher transfers. He accused the Kejriwal administration of failing in its promise of an education revolution by shutting down numerous schools and manipulating exam results. These allegations are part of an ongoing blame game between AAP and BJP regarding educational policies in Delhi.
