DDA Invites Bids for Demolition of Signature View Apartments in Mukherjee Nagar

The Delhi Development Authority (DDA) has invited online bids for hiring a consultant firm to carry out the demolition of the multi-storey Signature View Apartments in northwest Delhi's Mukherjee Nagar. Constructed in 2007-2009, the complex comprises 336 flats, including both HIG and MIG. Shortly after, however, the flats started facing construction-related issues, forcing the residents to complain to the DDA. A 2021-2022 study conducted by IIT-Delhi at the behest of the DDA found the building to be structurally unsafe.

IIT-Delhi Study Finds Building Structurally Unsafe

A 2021-2022 study conducted by IIT-Delhi at the behest of the DDA found the building to be structurally unsafe. The e-tender notice states that proposals are hereby invited from eligible applicants through e-tender online bid submission for hiring a consultant for the demolition of a multi-storyed complex, namely, Signature View Apartment at Mukherjee Nagar, Delhi, and removal & recycling of C&D waste.

DDA Seeks Firm with Experience in Demolition

In the notice, the DDA authorities have sought the hiring of a firm having a minimum of 20 years of experience in the demolition of structures using methods like high-reach demolition excavators, implosion, diamond-cutting, etc. The RFP document says that the engagement of the consultant would be for a period of six months (one month before demolition and five months during demolition and disposal/recycle of waste), which may be extended by the DDA as required. Engagement of the consultant may be canceled by the DDA by giving notice of a period not less than 30 days.

Pre-Bid Meeting to Clear Doubts of Potential Bidders

A pre-bid meeting to clear the doubts of potential bidders about the bid document will be held on November 6 at Vikas Minar in the ITO area here, the officials said. Residents of Signature View Apartments had in October demanded that the DDA change the 100 percent evacuation clause to a 75 percent mandate so that people relocating to temporary accommodation can start receiving rent from the agency.

The demolition of the Signature View Apartments is a complex and challenging task, but the DDA is confident that it can be carried out safely and efficiently with the help of a qualified consultant firm. Once the demolition is complete, the DDA will be able to redevelop the site and provide new, safe, and affordable housing for the people of Delhi.
