Dawood Ibrahim's dossier details: Old wine in a new bottle

Bengaluru, July 13: India has decided to give Pakistan a Dawood Ibrahim related dossier to Pakistan with the hope that there would be some action. This is the third dossier in almost as many years that India has shared with Pakistan.

However, this dossier is a more specific one and the previous dossiers that had been given to Pakistan has the name of Dawood along with several others such as Zaki-ur-Rehman Lakhvi, Hafiz Saeed among others. A home ministry official said that this dossier was ready a month back and they were just finalizing some details before they could actually send it to Pakistan.

What does the dossier contain?

A dossier that runs into over 100 pages, it contains several details such as call records, address details and also the Dawood Ibrahim crime sheet. It states that he is wanted in the 1993 blasts, several extortion rackets, drug and arms smuggling cases.

The very fact that he has decided to leave his own country would indicate that he is a fugitive and a criminal, the dossier states.

In addition to this are the call records of Dawood Ibrahim. These are new intercepts that have been tapped in the past four months, an official privy to the dossier informed OneIndia. Two very specific calls to suggest that he is in Pakistan are part of the dossier.

The calls that have been mentioned in the dossier would relate to the ones he had made in the month of January and March 2015. Both these calls were in relation to a real estate deal he was trying to broker in Dubai. The calls clearly suggest that he was calling from Karachi and was in touch with an agent in Dubai.

He is heard saying that he will be sending a person from Karachi to Dubai with the money so that the deal could be closed.

The address details:

The address details of Dawood Ibrahim is an oft repeated topic. India has been speaking about his Clifton address since the past ten years and the fact that is he has never moved out of there.

This dossier has four addresses mentioned as opposed to the three that have been part of the earlier dossiers. The address that has been included in this dossier is the one on Muree Road. He was recently shifted to this address after the heat on him was allegedly stepped up by India. The other three addresses that are mentioned are

-6/A, Khyaban Tanzeem, Phase V, Defence Housing Area, Karachi, Pakistan.

- Margalla Road, P- 6/2, Street No. 22, House No. 29, Islamabad

- Moin Palace, 2nd Floor, Opposite Abdullah Shah Ghazi Durgah, Clifton, Karachi, Pakistan

Passport details of Dawood:

The dossier also has his various passport numbers. The passport details are nothing new and has figured in the earlier dossiers that India had sent to Pakistan.

G866537 and A1332945 are two of his passports issued at Rawalpindi and Karachi respectively. Both these passports were issued in the name of Shaikh Abdul who incidentally is the don himself.

The other two passport numbers are A717288 issued in UAE and F823692 obtained from Yemen.

Another formality:

Issuing a dossier appears to be a mere formality with the faintest of hopes that Pakistan may act. An Intelligence Bureau official joked, " we are continuing to give information to Pakistan that it already knows. It is a necessity to keep reminding that we know what they are hiding," the officer also pointed out.

For Pakistan, Dawood has been a strategic asset. With Dawood comes the terror funds. It was a simple agreement between him and the ISI. Dawood was assured of a safe drug route and in exchange of protection he coughed up 30 to 40 per cent of his earnings to the ISI which pumped into terror activities.
