CPA Conference in Aizawl Adopts Resolution to Merge DoNER with NEC for Improved Project Coordination
The Commonwealth Parliamentary Association's India region zone-III conference has resolved to merge the Ministry of Development of North Eastern Region (DoNER) with the North Eastern Council (NEC). This decision aims to enhance strategic planning and coordination for regional projects. The two-day conference, which began on September 27 in Aizawl, saw unanimous agreement on this resolution after detailed discussions.

Officials highlighted the need for a dedicated Departmental Related Standing Committee (DRSC) in Parliament for the Ministry of DoNER. This committee would oversee the ministry and NEC's operations, ensuring effective implementation of policies and schemes. Such oversight is expected to increase accountability and strengthen legislative scrutiny through Parliament.
Focus on Strategic Planning and Coordination
Key figures at the event included Rajya Sabha Deputy Chairman Harivansh Narayan Singh, Nagaland Assembly Speaker Sharingain Longkumar, and Mizoram Chief Minister Lalduhoma. Delegates discussed various issues, including integrating the Northeast into the India-ASEAN vision for trade and cooperation. They also deliberated on merging DoNER with NEC for improved project coordination.
The conference urged approaching the Northeast MPs forum to address these matters with central authorities. It also adopted a resolution to include the Northeast in India's ASEAN trade vision. This move acknowledges Prime Minister Narendra Modi's efforts towards the region's socio-economic development under the Act East Policy.
Infrastructure and Trade Enhancements
The conference called for expanding the Act East Policy to incorporate the Northeast into Indo-ASEAN trade agreements. This integration aims to leverage the region's international border potential, positioning it as a national growth engine. The Centre was urged to expedite key infrastructure projects like the India-Myanmar-Thailand Highway and Kaladan Multi-Modal Transit Transport Project.
Additionally, upgrading international trading outposts in Manipur, Mizoram, Nagaland, and Arunachal Pradesh was recommended. The conference emphasised enhancing tourism by promoting cultural diversity and resources in the Northeast. It also suggested fostering cultural exchanges between Northeastern states and ASEAN nations to boost foreign trade opportunities.
The event concluded with a call for increased efforts in tourism-related projects to generate employment. By recognising the region's rich cultural heritage, these initiatives aim to promote economic growth while strengthening ties with ASEAN countries. The conference underscored the importance of these measures for regional development and integration into broader economic frameworks.
