EU and Indian Counterterrorism Experts Collaborate on Best Practices for Violent Extremism Prevention

Counterterrorism experts and senior representatives from the European Union and Indian security agencies convened to discuss strategies for preventing and countering violent extremism. This meeting took place alongside the Raisina Dialogue, facilitated by the EU in collaboration with the Netherlands Embassy. The focus was on sharing best practices in de-radicalisation, prevention, and rehabilitation of violent extremists.

EU and India Collaborate on Counterterrorism Strategies

The workshop, initiated by EU Ambassador to India Hervé Delphin, included participants from EU institutions, member states like Belgium, Bulgaria, Germany, and the Netherlands, as well as the Strong Cities Network. Discussions revolved around comprehensive government approaches, risk assessment processes, exit programs, and reintegration strategies.

EU-India Security Cooperation

Maciej Stadejek, Director for Security and Defence Policy in the European External Action Service, highlighted the importance of this collaboration. "By sharing expertise and fostering dialogue, we are strengthening our collective ability to prevent and counter violent extremism while upholding democratic values and human rights," he stated.

Dinkar Gupta, former director general of India's National Investigation Agency (NIA), emphasised the evolving security threats faced by both India and the EU. He noted that learning from each other's experiences is crucial for developing effective de-radicalisation and rehabilitation strategies.

Focus on Collaborative Solutions

The workshop underscored the need for continued collaboration on both soft and hard security aspects of counterterrorism. Participants agreed on exploring a security and defence partnership to address these challenges effectively. The event also aligns with the EU's Indo-Pacific Strategy.

Efforts are being made to enhance EU-India counterterrorism engagement through projects like ESIWA+, which includes training in chemical, biological, radiological, and nuclear risk management for Indian security practitioners. Other areas of focus include countering online terrorism and drone terrorism.

The commitment to sharing EU approaches to de-radicalisation and risk assessment aims to reinforce collaboration with India on counterterrorism efforts. This partnership is seen as vital in addressing evolving security threats through innovative solutions.

The workshop serves as a testament to the deepening partnership between the EU and India in counterterrorism and security cooperation. By exchanging best practices and fostering dialogue, both sides aim to strengthen their collective ability to prevent violent extremism while upholding democratic values.
