In a recent development, Partap Singh Bajwa, the Congress leader and Leader of Opposition in the Punjab Assembly, expressed his concern over the frequent convening of Assembly sessions on short notice by the Aam Aadmi Party (AAP) regime. In a letter to Speaker Kultar Singh Sandhwan dated October 11th, Bajwa voiced his apprehensions about this practice which he feels is becoming more routine than exceptional.

Bajwa's concerns come in light of the state government's decision to call an assembly session on October 20 and 21 amid a political row stirred by a Supreme Court directive on the Sutlej-Yamuna Link canal. The upcoming session will be an extension of the fourth budget session held in March under the current legislative assembly. However, it was adjourned on June 20.

In his letter to Speaker Sandhwan, Bajwa pointed out several disconcerting factors related to these abrupt sessions. He lamented that such short-notice calls effectively erase from collective memory regularly-held sessions like Monsoon Session and Winter Session - significant events in India's parliamentary calendar.

Threat To Democratic Processes?

Beyond forgetting tradition, Bajwa also raises questions about transparency and preservation of legislative processes. Expressing disappointment with what he perceives as a growing trend where privileges of elected representatives are circumvented by these hurriedly convened sessions primarily focused on pushing through governmental agendas.

This practice according to him stifles opportunities for public issues to be addressed during essential parliamentary functions such as Question Hour, Zero Hour, Call Attention motions among others - all key tools for lawmakers to hold governments accountable and ensure democratic practices are upheld.
