Congress Chief Mallikajun Kharge Hits Out At Modi Govt Over ECI Rule Change, Calls It 'Systematic Conspiracy'

Congress president Mallikarjun Kharge criticised the Modi government for altering an election rule. This change prevents public access to certain electronic documents. Kharge accused the government of a "systematic conspiracy" aimed at undermining the Election Commission's integrity. He described this as a direct attack on both the Constitution and democracy.

The controversy arose after the government amended Rule 93(2)(a) of the Conduct of Election Rules, 1961. This amendment restricts public inspection of documents like CCTV footage and video recordings of candidates. The Union law ministry made this change following a recommendation from the Election Commission of India (ECI).

Allegations Against Modi Government

Kharge expressed concerns over the government's actions, stating, "The Modi government's audacious amendment in the Conduct of Election Rules is another assault in its systematic conspiracy to destroy the institutional integrity of the Election Commission of India." He also mentioned that previously, they removed the Chief Justice of India from the panel appointing Election Commissioners.

Kharge further alleged that whenever Congress raised issues about poll irregularities, such as voter deletions or EVM transparency, their complaints were often ignored by the ECI. He claimed that this behaviour shows that the ECI is not acting independently despite being a quasi-judicial body.

Congress's Response to Amendment

Congress general secretary Jairam Ramesh announced that the party plans to legally challenge this amendment. Meanwhile, KC Venugopal, Congress general secretary (organisation), criticised the poll panel for its lack of transparency and pro-government stance in its dealings so far.

The law ministry and ECI officials explained that a court case prompted this amendment. They clarified that while some documents are listed under Conduct of Election Rules, electronic ones like CCTV footage aren't included. A former ECI official noted these measures ensure fair play during elections.
