Citizenship, triple talaq Bills lapse as Rajya Sabha adjourns sine die

New Delhi, Feb 13: The Citizenship (Amendment) Bill, 2019 and The Muslim Women (Protection of Rights on Marriage) Bill, 2018 have lapsed in Rajya Sabha on Wednesday after the House was adjourned sine die on the last day of the Budget session.

The bills had been facing strong resistance from the Opposition and some of BJP's own allies.

As both the bills were passed by the Lok Sabha earlier, they were to lapse if not cleared by the Rajya Sabha today -- the last sitting of the 16th Lok Sabha.

Both the Bills have proved to be controversial, with the Opposition parties locking horns with the BJP-led NDA government over the issue. The two Bills are bound to lapse if the Rajya Sabha fails to pass them today.

The legislation has witnessed opposition from several political parties in the North East, including allies of the Bharatiya Janata Party.

The bill seeks to amend a 1955 law to grant citizenship to persecuted Hindus, Buddhists, Sikhs, Jains, Parsis and Christians from the Muslim-majority nations of Bangladesh, Afghanistan and Pakistan if they have lived in India for six years. It has been passed in the Lok Sabha.

The National Democratic Alliance government introduced two bills - the International Financial Services Centre Authority Bill, 2019, and the Cinematography (Amendment) Bill, 2019, PTI reported.

Why Triple talaq bill unlikely to get Rajya Sabha​ nod:
The Narendra Modi government is keen to get parliamentary approval for the triple talaq bill but there is no certainty that it will clear the Rajya Sabha hurdle in the remaining two days of the budget session and the measure may again be implemented through an ordinance.

Opposition parties and several leaders from the Muslim community are sticking to their stand against the bill, contending there is no need for it as the instant triple talaq has been banned by the Supreme Court.

Both the Bills to lapse if no paased:
Both the Bills were passed in Lok Sabha and then sent to the Rajya Sabha. If the Rajya Sabha does not pass them on Wednesday, the two Bills will lapse on the dissolution of Lok Sabha and would have to be cleared by the next Lok Sabha again.
