Champai Soren To Take Oath As Jharkhand CM Today, Floor Test In 10 Days

In a significant development, Jharkhand Governor C P Radhakrishnan nominated JMM legislative party leader Champai Soren as the chief minister on Thursday, February 1, 2023. This nomination comes after a day of rapid political developments in the state, which was without a chief minister following the resignation of Hemant Soren on Wednesday.

Invitation to Take Oath

The nomination of Champai Soren took place hours after he urged the governor to accept his claim to form the government as soon as possible. The state was facing confusion due to the absence of a chief minister since Hemant Soren's resignation, deepening the political crisis. Governor's Principal Secretary Nitin Madan Kulkarni confirmed the invitation extended to Champai Soren to take the oath, leaving the decision of the swearing-in ceremony's timing to the alliance.

Timeframe for Proving Majority

Champai Soren has been granted a period of 10 days to demonstrate his government's majority in the state assembly. This information was shared by state Congress chief Rajesh Thakur, highlighting the importance of Congress as a key constituent of the alliance.

Swearing-in Ceremony Plans

Regarding the timing of the new chief minister's oath-taking ceremony, Thakur stated that efforts were being made to ensure it takes place before noon on Friday, February 2, 2023. This is significant as it precedes the entry of the Rahul Gandhi-led Bharat Jodo Nyay Yatra into the state.

Concerns and Precautionary Measures

Amid concerns over the delay in appointing Champai Soren as the chief minister, the majority alliance took steps to safeguard its MLAs from potential poaching attempts by the BJP. Two chartered planes were arranged to transport the MLAs from Jharkhand to Hyderabad, the capital of Telangana, which is governed by the Congress. However, poor visibility conditions prevented the planes from taking off, leading to the MLAs returning to the Circuit House in Ranchi.

Champai Soren's Meeting with the Governor

Earlier in the day, Champai Soren, accompanied by four other alliance legislators, met with Governor Radhakrishnan. During the meeting, Soren emphasized that he had already submitted the necessary letter of support for forming the new government and urged the governor to initiate the process promptly. He expressed confidence in the unity and strength of the alliance, asserting that it could not be broken.

Display of Coalition Strength

To demonstrate the coalition's strength in the 81-member Jharkhand assembly, the JMM released a video featuring 43 legislators. This visual evidence aimed to reinforce their claim to a majority.

Hemant Soren's Resignation and Legal Developments

The political developments in Jharkhand were triggered by Hemant Soren's resignation as chief minister on Wednesday night. His resignation was accepted by the Raj Bhavan at 8.45 pm. Subsequently, Hemant Soren was arrested by the Enforcement Directorate (ED) on money laundering charges in an alleged land fraud case. He was produced before a special PMLA court in Ranchi and sent to judicial custody for a day. Meanwhile, Hemant Soren has challenged his arrest in the Supreme Court, with the hearing scheduled for Friday.

Congress President's Reaction

Reacting to the delay in appointing Champai Soren as the chief minister, Congress president Mallikarjun Kharge expressed strong criticism. He highlighted that in a House of 81 MLAs, a majority is formed by only 41 members. Despite having the support of 48 MLAs, not inviting Champai Soren to form the government was seen as contempt of the Constitution and a denial of the public mandate. In a Hindi post on Twitter, Kharge made a symbolic reference to the role of governors in states, stating that nails were being hammered into the coffin of Indian democracy by His Excellencies.
