CBSE Section Strength Guidelines Updated: No More Than 45 Students In Any Classroom
In a significant move aimed at improving classroom quality and maintaining uniform standards across its affiliated schools, the Central Board of Secondary Education (CBSE) has reinforced its directive capping the number of students in each section at 45. While the earlier prescribed norm was 40 students per section, CBSE has now allowed a conditional upper limit of 45-but only under tightly defined and exceptional circumstances.
According to the new circular, schools cannot exceed the 45-student limit under any circumstances, and exceptions will only be granted for specific cases such as transfers of parents working in government, defence, PSUs, and private sector companies. Other eligible scenarios include students placed in the "Essential Repeat" (ER) category, those facing serious medical issues, students shifting from hostels, or those requiring admission for performance improvement.

Detailed Guidelines Issued for Exceptional Admissions
- CBSE has laid down a clear procedural framework for any admission beyond the 40-student threshold. Schools must:
- Justify each exceptional admission in writing.
- Record details in the Admission & Withdrawal Register and on the CBSE online registration portal.
- For Classes 9 to 12, update the information in both the CBSE registration and OASIS portals.
Classroom Size and Infrastructure Mandate
The board has also stressed that any section with more than 40 students must operate in a classroom of at least 500 square feet, in line with the one-square-meter-per-student requirement outlined in CBSE's 2018 affiliation bylaws. This ensures adequate space for learning and safety.
A CBSE official clarified, "The relaxation is not a general policy change. It is only allowed in documented, exceptional cases. No school is permitted to admit more than 45 students in any section."
CBSE's Long-Term Vision
The board noted that this leniency is temporary and part of a transitional framework. Schools are expected to return to a strict 40-student-per-section policy by the 2025-26 academic session, once infrastructure and admissions processes are rationalized.
