Jammu and Kashmir Assembly Budget Session to Commence on February 2 with L-G Address

The Jammu and Kashmir Assembly's budget session is set to commence on February 2, with Lieutenant Governor Manoj Sinha delivering the opening address. This marks the beginning of the second budget session under the Omar Abdullah administration, according to officials.

The session is expected to be divided into two segments. The first part will occur before Ramzan, which starts on February 18 or 19, depending on the Moon's sighting. The second part will take place after Eid-ul-Fitr.

Assembly Session Details

The Secretary of the Jammu and Kashmir Legislative Assembly has instructed MLAs to limit their submissions. They should not send more than 10 starred and unstarred questions by January 12. Additionally, no more than two bills should be submitted by January 15, and a maximum of four resolutions by January 17.

Last year, Omar Abdullah presented the budget on March 7. Reflecting on that experience, he expressed his intention not to present a budget while fasting during Ramzan again. He had spoken for nearly an hour and 45 minutes on the sixth day of fasting.

Omar Abdullah's Reflections

Omar Abdullah, who also holds the finance portfolio, shared his thoughts after last year's budget presentation. "After today's experience, I will never present my Budget again while on Ramadan fast. Either I will pre- or postpone the session or request the Speaker with folded hands to arrange the session around 6.30 pm after breaking the day-long fast," he had said.

This year's session planning considers these reflections, aiming to accommodate religious observances while ensuring legislative duties are fulfilled effectively.
