Jammu and Kashmir CM Omar Abdullah Seeks to Boost Tourism by Engaging Southern Film Industry

Jammu and Kashmir Chief Minister Omar Abdullah has unveiled a series of initiatives to enhance tourism, boost the economy, and improve infrastructure. A key focus is on engaging the south Indian film industry. Abdullah, speaking about his first budget, stressed the importance of attracting high-end tourists and making the region self-reliant in power generation.

CM Abdullah Aims to Boost Tourism in J&K

Abdullah highlighted efforts to strengthen the government's film policy. While Jammu and Kashmir have been popular with Bollywood, there has been limited engagement from south Indian film industries. "A significant part of the film industry operates in south India and we have seen very little activity from there. We will strive to involve the southern film industries," he stated at a press conference.

Tourism and Film Industry Engagement

Attracting filmmakers from southern India serves dual purposes. They can use local filming locations and facilities, while also drawing more tourists from that region. Currently, fewer tourists from south India visit compared to those from Gujarat, Maharashtra, and central and western India.

The chief minister also discussed plans to create tourism circuits in Jammu. The aim is to divert pilgrims visiting Mata Vaishno Devi to other tourist spots in Jammu, promoting them as part of a package deal.

Focus on High-End Tourism

Abdullah called for a shift towards high-end tourism, prioritising quality over quantity. "Instead of focusing on just increasing the numbers, we need to enhance the quality of tourism that will help generate more revenue," he said. Developing high-end tourism infrastructure in both Jammu and Kashmir is essential for this goal.

The government is also working on a hydropower policy to boost energy production. The framework is ready, with some elements being finalised before public presentation. The policy aims to focus on power generation while improving distribution and reducing transmission losses.

Hydropower Development

Most of Jammu and Kashmir's hydroelectric potential lies in the Chenab river. Abdullah's administration is working to harness this fully. "Some of these projects were initiated when I was chief minister," he noted. The Chenab Valley Power Corporation was established during his tenure, and efforts are ongoing to complete these projects swiftly.

Abdullah defended smart meter installations, stating they ensure consumers pay only for what they use. For those below the poverty line, 200 free units have been announced in the budget.

Financial Discipline and Economic Stability

The chief minister reiterated his commitment to making Jammu and Kashmir drug-free, working closely with India's central government and home ministry. A document prepared by the National Conference on this issue has been adopted by the government for action.

Abdullah assured that his administration focuses on financial discipline and reducing dependence on central assistance. "Our capital expenditure is increasing and repayments are decreasing," he said. He emphasised not burdening future generations with excessive debt.

Security Concerns for Kashmiri Pandits

Abdullah acknowledged Jammu and Kashmir's high debts but noted that none of Friday's initiatives added new debt. Instead, repayments have increased, and financial records are being cleaned up. Achieving economic stability will take time, requiring tough decisions.

The budget includes measures to put more money in people's hands to tackle inflation concerns among weaker sections. While inflation cannot be fully countered, efforts are made to alleviate these concerns.

The security situation remains a major concern for the return of Kashmiri Pandits. Funds have been allocated for their residential accommodations, but their return depends more on security conditions than financial factors.

Sports Infrastructure Development

The responsibility for ensuring safe conditions in Kashmir is shared between the lieutenant governor and the government. Collective efforts aim to create conditions encouraging Kashmiri Pandits' voluntary return.

The chief minister announced plans for world-class sports infrastructure development, hinting at hosting Indian Premier League (IPL) matches in the future. Discussions with the Board of Control for Cricket in India (BCCI) are underway regarding a state-of-the-art stadium in Kathua and an international-standard facility in Kashmir.
