BJD, Congress Boycott Odisha MLA Orientation Over Inauguration Row

The Biju Janata Dal (BJD) and the Congress in Odisha have decided to boycott the two-day orientation programme for newly elected MLAs, which starts on Saturday. Both parties claim that the event's tradition and dignity have been compromised because a Union minister, rather than the state's chief minister, is set to inaugurate it.

Initially, Union Education Minister Dharmendra Pradhan was scheduled to open the programme, with Union Health Minister J P Nadda delivering the valedictory address. However, after protests from the opposition, their names were removed from the guest list. The revised schedule now has Parliamentary Affairs Minister Kiren Rijiju inaugurating the event and Rajya Sabha Deputy Chairperson Harivansh giving the closing address.

Opposition's Stand on Programme

Despite these changes, BJD leader Naveen Patnaik confirmed that his party's legislators would not attend. Opposition chief whip Pramila Mallik criticised the event, stating it was being conducted like a political programme. She communicated her party's decision to Speaker Surama Padhy through a letter.

Congress Legislature Party leader Rama Chandra Kadam initially stated that Congress MLAs would also skip the event. However, he mentioned that the party would reconsider its stance following the schedule modification. Congress MLA C S Raazen Ekka reiterated that they would boycott the programme as they believe it undermines the House's dignity.

Government's Response

State Parliamentary Affairs Minister Mukesh Mahaling urged BJD and Congress MLAs to attend, emphasising that the programme is for newly elected members. He accused BJD of making an issue out of a non-issue and noted that the Speaker had already requested the opposition leader to participate.

Pramila Mallik justified her party's decision in a letter to the Speaker. She argued that inviting a central minister to inaugurate and address MLAs within assembly premises violates established conventions. According to her, it is inappropriate for the chief minister to be an ordinary speaker at such an event within the assembly premises.

The orientation programme is designed for 84 first-time MLAs. Among them, 54 are from BJP, 18 from BJD, nine from Congress, and three are Independent legislators. The event aims to familiarise new members with legislative procedures and responsibilities.
