Bihar Elections 2025: Election Commission Shares SIR's Latest Data; Know How Many Died, Shifted Permanently

The Election Commission of India (ECI) has released key data highlighting the success of the Special Intense Revision (SIR) of electoral rolls conducted in Bihar from June 24 to July 25, 2025. According to the ECI, over 7.24 crore electors-which is approximately 91.69% of the total 7.89 crore registered voters-submitted their enumeration forms during this statewide voter verification and update drive.

The ECI praised the extensive participation by both voters and political parties, calling it a crucial step in enhancing the inclusiveness and accuracy of Bihar's electoral rolls ahead of upcoming elections.

Massive Voter Outreach and Political Engagement

The campaign's success was largely attributed to the combined efforts of the Chief Electoral Officer (CEO) of Bihar, district election officials, and 77,895 Booth Level Officers (BLOs). There was also a notable 16% increase in the appointment of Booth Level Agents (BLAs) by political parties.

The Indian National Congress more than doubled its BLA deployment.

The CPI(M) and CPI(ML) saw over 1,000% and 500% increases respectively in BLA presence at booths.

Digital Push and Migrant Voter Inclusion
To improve accessibility, the ECI emphasized digital engagement, reporting nearly 29 lakh digital interactions, including:

Over 16 lakh online form submissions

13 lakh physical submissions of downloaded forms

Special efforts were made to reach migrant voters, with nationwide advertisements and inter-state coordination between CEOs to boost participation.

Urban and Youth-Focused Drives

Special voter registration camps were organized in all 5,683 wards under 261 urban local bodies to target urban voters. The drive also encouraged young voters turning 18 by October 1, 2025, to enrol using Form 6. A month-long youth registration campaign is scheduled from August 1 to September 1.

SMS Alerts and Grievance Redressal

To maintain transparency and communication, the ECI sent over 10.2 crore SMS messages confirming receipt of forms. Voters can also track the status of their enumeration forms at

All reported grievances-whether from media or social platforms-were addressed by district officials, with volunteers helping vulnerable groups, including senior citizens and persons with disabilities, gather the required documentation.

Draft Roll to Be Published August 1

The draft electoral roll will be made public on August 1, 2025, in both print and digital formats. Voters and political parties can file claims and objections between August 1 and September 1.

The ECI clarified that no voter's name will be deleted without due process, including a formal notice and speaking order from the concerned ERO or AERO. Voters can file appeals under Section 24 of the Representation of the People Act, 1950, and trained volunteers will assist in this process using a standardized appeal format.
