Bastar Model Sets Governance Example as 8,241 Families Receive Legal Land Rights Through Doorstep Administration
The Bastar district’s land mutation campaign successfully resolved 8,241 cases, recording legal heirs in government land records. The initiative, reaching 611 villages, used village-level verification and doorstep data collection to streamline ownership, enabling access to welfare schemes, banking services, and secured credit for rural families.
In a major governance initiative aimed at resolving long-pending land ownership issues, the Bastar district administration has successfully provided legal land mutation rights to 8,241 families through a special campaign conducted across rural and tribal regions of the district.

The campaign, launched to address inheritance-based land mutation cases pending over the last four years, has emerged as a significant example of citizen-centric governance. The initiative ensured that legal heirs of deceased landowners were officially recorded in government land records, enabling families to access welfare schemes, banking facilities and legal ownership rights without bureaucratic hurdles.

The drive began at the village level, where Gram Panchayat Secretaries prepared lists of deceased individuals from the past four years. Patwaris identified landowners among them and verified cases requiring mutation, while village Kotwars assisted in field verification. The entire process was closely monitored by Tehsildars.
The administration collected data from 611 villages across Bastar district. According to official records, 17,405 deaths had been registered during the period under review. Detailed scrutiny identified 8,651 land mutation cases requiring legal action.
Administrative teams visited villages and households to complete documentation and verification procedures. In several cases, death certificates were unavailable and were arranged during the campaign. Family trees and heirship details were also prepared before initiating mutation proceedings.
As a result of the campaign, 8,241 cases have already been resolved, while work is underway to complete the remaining 410 pending cases. The campaign covered major tehsils, including Tokapal, Karpawand, Bastar, Bastanar, Bakawand, Bhanpuri, Nangur, Jagdalpur, Lohandiguda and Darbha. Among them, Jagdalpur, Lohandiguda and Bakawand recorded some of the best performances.
Chief Minister Vishnu Deo Sai said the government's focus is not merely on launching schemes but on ensuring that benefits reach every eligible citizen. He described the Bastar mutation campaign as an example of sensitive and proactive governance.
"It is our priority that legal heirs receive rightful ownership without unnecessary delays. By updating land records, thousands of families will be protected from future hardships. This initiative reflects good governance and citizen-centric administration where the system itself reaches people to solve their problems," he said.
According to district officials, one of the most significant aspects of the campaign was that citizens were not required to visit government offices repeatedly. Instead, administrative teams reached villages directly, verified records, completed documentation and ensured timely resolution of cases.
The district administration stated that many residents in remote tribal areas had faced prolonged difficulties because land records continued to carry the names of deceased persons. With records now updated, families will find it easier to establish ownership, access institutional credit, secure educational benefits and avail government welfare schemes.
Officials also believe that the initiative will help reduce land disputes while strengthening public trust in governance and administrative systems. Beyond legal formalities, the campaign is expected to have a wider socio-economic impact by improving financial inclusion, ensuring access to government programmes and creating long-term security for thousands of rural families.
The Bastar model is now being seen as an effective example of how proactive governance and doorstep service delivery can directly improve citizens' lives and strengthen rural administration.
