Punjab's Baldev Kumar Breaks New Ground in J&K Lok Sabha Polls Post-Article 370

In a significant development in Jammu and Kashmir's political landscape, Baldev Kumar, a 67-year-old Punjab resident, has made history by becoming the first individual from outside the Union Territory to contest in the Lok Sabha elections since the revocation of Article 370 in 2019. Kumar, hailing from the Naya Gaon area of Mohali, Punjab, submitted his nomination papers as an independent candidate for the Anantnag-Rajouri parliamentary constituency. This move places him among 25 contenders vying for a seat in this constituency, which is scheduled to go to polls on May 7.

Kumar's decision to enter the electoral fray is rooted in his two-decade-long association with the local populace of Jammu and Kashmir. His contributions during the devastating floods of 2014, along with his efforts in sponsoring students' education and facilitating medical patients from Kashmir in Punjab, have earned him considerable goodwill. Despite his endeavors, Kumar expressed frustration over the administration's reluctance to allocate land for a Kashmir Bhawan in Punjab—a facility intended to support patients from Jammu and Kashmir seeking medical treatment in Punjab.

Highlighting a comparison, Kumar mentioned activist Medha Patkar's success in securing land for her NGO from the Gujarat government, contrasting it with his unmet request for land allocation. This situation propelled him to consider a political route as a means to achieve his objective of establishing a Kashmir Bhawan. Despite lacking a domicile certificate due to his extensive travels and non-residency in Jammu and Kashmir, Kumar's candidacy marks a notable moment in the region's electoral history post-2019.

Previously, in the 2019 Lok Sabha elections, Shams Khwaja from NCR also attempted to contest from the then Anantnag Parliamentary constituency as a non-resident candidate. Despite objections to his candidacy, election authorities allowed his participation. However, Kumar's candidacy this year underscores a continuing trend of non-resident participation in Jammu and Kashmir's electoral processes following significant constitutional changes in August 2019.

The Union Territory is currently under the administration of a Lt Governor following the collapse of the PDP-BJP government in June 2018. The last assembly elections were conducted back in 2014. The ongoing Lok Sabha elections are being held in five phases across Jammu and Kashmir. In the first phase of elections in Udhampur, approximately 65 per cent of the total 16.23 lakh registered voters had cast their ballots by 5 pm on Friday, indicating active voter engagement.

Kumar's unique position as the first non-resident candidate post-Article 370 abrogation reflects an evolving political scenario in Jammu and Kashmir. His campaign not only highlights individual aspirations but also brings attention to broader issues concerning healthcare accessibility for Jammu and Kashmir residents outside their home territory.
