In a landmark decision, the Union Cabinet has expanded the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) to include all senior citizens aged 70 years and above. This initiative, unveiled by Prime Minister Narendra Modi, marks a significant enhancement in India's healthcare system and aims to provide crucial medical support to the country's aging population.

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) is India's flagship health insurance scheme, which originally focused on economically vulnerable families. With the new expansion, the scheme now covers senior citizens aged 70 and above, offering them a comprehensive health insurance cover of up to ₹5 lakh per year on a family basis.

Key Features of the Expanded Coverage

Eligibility and Coverage Details:

  • Universal Eligibility: All citizens aged 70 years and above are eligible for coverage, regardless of their socio-economic status.
  • Coverage Amount: Each eligible family will receive up to ₹5 lakh in health insurance annually. This amount is intended to cover various medical expenses including hospitalisation, treatment, diagnostics, and medicines.
  • Additional Top-Up: Senior citizens who are already covered under AB PM-JAY will receive an additional top-up of up to ₹5 lakh per year, bringing their total annual coverage to ₹10 lakh.

New AB PM-JAY Cards:

Distinct Card Issuance: Eligible senior citizens will be issued a new, distinct AB PM-JAY card. This card will help them avail themselves of the benefits and facilitate easier interactions with healthcare providers.

Options for Current Insurance Holders:

Flexibility in Choosing Insurance: Seniors already benefiting from other public health insurance schemes such as the Central Government Health Scheme (CGHS), Ex-Servicemen Contributory Health Scheme (ECHS), or Ayushman Central Armed Police Force (CAPF) can either continue with their current scheme or opt for AB PM-JAY.

Private Insurance Holders: Those with private health insurance policies or Employees' State Insurance Scheme (ESIS) can also choose to switch to AB PM-JAY or continue with their existing coverage.

Implementation and Financial Details

Cost and Funding:

  • Initial Outlay: The expansion will require an initial funding of ₹3,437 crore.
  • Cost Sharing: The central government will cover a substantial portion of the costs, with most states contributing 40% of the funding. For states in hilly regions and the Northeast, the central government will cover up to 90% of the costs.
  • Demand-Based Scheme: The scheme's financial provisions will be adjusted based on actual demand and utilization.

Healthcare Coverage:

  • Medical Services Covered: The scheme includes a wide array of medical services such as hospitalisation, surgical procedures, diagnostics, medicines, and post-treatment care.
  • Pre and Post-Hospitalisation: It covers pre-hospitalisation expenses up to three days before admission and post-hospitalisation expenses up to 15 days after discharge.
  • Medical Procedures: The scheme includes coverage for up to 1,929 medical procedures, ensuring comprehensive healthcare.

Why This Expansion Matters

The inclusion of senior citizens aged 70 and above in the Ayushman Bharat PM-JAY scheme represents a major step towards universal health coverage in India. This expansion addresses the critical need for improved healthcare solutions for the elderly, who often face multiple health issues and financial challenges.

Impact on India's Aging Population:

Rising Elderly Population: India's elderly population is projected to increase significantly, with those over 60 years expected to triple from 103 million in 2011 to 319 million by 2050.

Improved Access to Healthcare: This scheme will provide financial protection against high medical costs, which is particularly important for senior citizens who are more likely to suffer from chronic diseases and require frequent medical attention.

Implementation Steps:

Eligibility Check: Senior citizens can check their eligibility and apply through the official AB PM-JAY website.

Application Process: Applicants need to verify their identity with Aadhaar or ration cards, and complete the application at a PMJAY kiosk to receive their e-card.

Future Outlook: The expanded scheme is expected to enhance the quality of geriatric care in India and provide a safety net for the elderly. It aligns with the government's vision of achieving universal health coverage and improving the overall health outcomes for senior citizens.
