The Energy Transition Dialogues: Dr Anil Kumar Jain Discusses India’s Path to Clean Energy in New Podcast
In an effort to spark informed conversations around energy and sustainability, Ashoka Centre for a People-Centric Energy Transition (ACPET), part of Ashoka University, has launched its first podcast series, The Energy Transition Dialogues. The inaugural episode features a compelling exchange between host Vaibhav Chowdhary, Director at ACPET, and Dr. Anil Kumar Jain, Chairperson of the Petroleum and Natural Gas Regulatory Board (PNGRB), former Coal Secretary, and ex-head of the Energy Division at NITI Aayog.

What is Net Zero 2070 and how is it related to energy transition?
Opening the discussion, Dr. Jain breaks down the meaning of Net Zero 2070 and its linkage to energy transition. He explains that net zero is not just a scientific or policy jargon but an agenda aimed at reducing reliance on fossil fuels, improving energy efficiency, and expanding the use of renewable sources. "The goal," he said, "is to ensure that the amount of greenhouse gases emitted is balanced by those removed from the atmosphere, through means like carbon capture and tree plantations.''
He elaborated on the four major energy-consuming sectors-industry, transport, buildings, and agriculture-and stressed the importance of shifting their consumption patterns away from fossil fuels. According to him, it's essential to make this shift relatable and actionable for the common citizen.
Will India's dependence on imports make the Net Zero transition more vulnerable?
Addressing the concern, Dr. Jain acknowledged India's import reliance, particularly, for clean energy components from countries like China. However, he highlighted that the government has initiated programs such as the PLI (Production Linked Incentive) scheme to boost domestic manufacturing. "We are strategically working towards reducing our vulnerabilities and localising supply chains," he assured.

He further explains that while electric buses and vehicles come at a premium, their real value lies in their operational cost savings. Highlighting the evolution of solar energy costs-from ₹17 per kWh to around ₹2.50 today-Dr. Jain points out the need for an agile energy system that can phase out expensive technologies and embrace affordable, sustainable alternatives.
Where Will the Money for the Energy Transition Come From?
Addressing a crucial challenge, Dr. Jain delved into the economics of energy transition. Transitioning to cleaner energy sources often requires higher upfront investment. For example, solar power plants may be costlier to install than coal-based ones, can you add on equivalent power generation potential basis but offer long-term savings by eliminating fuel costs.
When asked about funding these transition, Dr. Jain noted the importance of government subsidies, especially for middle-class consumers making the switch to electric vehicles. However, he also highlighted the role of the private sector-banks, investors, and private institutions-as critical players in bridging the financial gap. "This sector presents massive opportunities for the youth, entrepreneurs, and financial institutions," he said.
The Role of Policy and a Shared Vision
One of the pressing concerns raised in the episode was the fragmented approach to energy transition across various ministries. Dr. Jain, with his deep experience in policymaking, acknowledged the need for a unified national vision. "There are too many silos. Ministries often have their own targets and incentives. Without convergence, the larger energy goals remain disjointed," he said.

He also addressed the outdated nature of the Integrated Energy Policy, last updated in 2008-09, and hinted at the need for its revival under a fresh Net Zero lens, possibly through institutions like NITI Aayog.
Geopolitics and India's Energy Future
Wrapping up the episode, Dr. Jain touched upon the current global energy landscape, referencing conflicts like the Russia-Ukraine war and the Israel-Palestine crisis. With Donald Trump returning to the U.S. presidency, Dr. Jain said that while the "drill, baby, drill" mindset may return, India must stay the course on its clean energy commitments.
"Our country has 300 sunny days a year. Solar energy is a natural advantage for us. Despite global uncertainties, our direction must remain clear-towards sustainability and self-reliance," he concluded.
