As Estonia Eyes Deeper Digital Ties With India, PM Michal Highlights Cybersecurity And AI Synergies

Estonia, widely recognised for its groundbreaking achievements in cybersecurity and artificial intelligence (AI), is keen to deepen its digital cooperation with India. In a recent interaction with this writer, Estonian Prime Minister Kristen Michal emphasised the strategic importance of enhanced bilateral engagement between the two democracies, highlighting shared interests particularly in cybersecurity, AI innovation, and geopolitical stability.

Acknowledging India's rising global stature, Prime Minister Michal noted India's critical role on the international stage, stressing, "India has been accruing power in the whole world, economically, but also politically, so we would very much appreciate that India would be pushing Russia to end aggression in Ukraine. That is the first thing."

Cybersecurity Excellence through Collaboration

Central to Estonia's cybersecurity leadership is the innovative Cyber Defence League (CDL), a model uniquely blending government capabilities with private sector expertise. Established in response to severe cyberattacks from Russia in 2007, the CDL has evolved into a robust, volunteer-driven mechanism that effectively mobilises IT professionals and academics during cybersecurity crises.

Prime Minister Michal highlighted this distinct approach by noting Estonia's integrative method: "Estonia has a robust IT sector, which is quite unique because in many countries in Europe, the state is operating on its own, and the private sector is also operating on its own. But Estonia has this kind of model where we are working together with private companies, and it is working absolutely well, and that is why we are so strong."

This collaborative cybersecurity model consistently positions Estonia at the top of global cybersecurity rankings, serving as an international benchmark, as repeatedly noted by NATO's Cooperative Cyber Defence Centre of Excellence (CCDCOE).

AI Education and Estonia's Forward Vision

Further cementing its digital leadership, Estonia has launched its ambitious "AI Leap 2025" initiative, which integrates artificial intelligence education across the national curriculum. This landmark programme aims to reach 20,000 students and train approximately 3,000 teachers by 2027, significantly reshaping Estonia's educational landscape.

Detailing the initiative's goals, the Estonian Prime Minister explained, "We have quite an ambitious and big plan with AI. Starting this year, we have introduced AI into our school curriculum. This will mean that in two years, one-third of our students and teachers will be learning how to use AI smartly, affecting our labour market, businesses, and opportunities."

For India, Estonia's AI-driven education initiatives could offer valuable insights, complementing India's "AI for All" strategy and the National Education Policy 2020.

Strengthening Bilateral Digital Cooperation

India and Estonia have already established a foundational relationship in digital collaboration, notably through a 2019 Memorandum of Understanding (MoU) between India's Ministry of Electronics and Information Technology (MeitY) and Estonia's Ministry of Economic Affairs and Communications. This agreement emphasises cooperation in cybersecurity and digital governance.

Further illustrating the depth of this relationship, over 1,500 Indian cybersecurity teams have engaged in joint exercises with Estonian counterparts. The bilateral digital dialogue was also underscored by the first official meeting between Prime Minister Narendra Modi and Estonian President Alar Karis in February 2025 at the AI Action Summit in Paris.

Prime Minister Michal particularly focused on cybersecurity as a prime area of mutual cooperation, stating, "On defence, cybersecurity is probably our strongest point, where we can work together. Estonia has a model where we work together with private companies, and it is working extremely well, which is why we are so strong."

Moreover, Estonia expressed enthusiasm for India's increased engagement with NATO's CCDCOE, which could potentially strengthen India's cybersecurity framework against evolving threats, notably those from China.

The practical implications for India adopting Estonia's successful models in cybersecurity and AI education are significant. As India's digital ambitions continue to grow, integrating Estonia's proven approaches could enhance India's cyber preparedness, foster robust public-private collaborations, and accelerate the integration of AI into education and governance.

Prime Minister Michal's vision highlights the potential for a robust and mutually beneficial digital partnership, providing both countries with opportunities to address global challenges collaboratively and innovatively. This relationship promises not only immediate technological benefits but also long-term strategic alignment in an increasingly digital world.
