Army Chief General Upendra Dwivedi Addresses Rebalancing Stages in Eastern Ladakh Border Dispute

The ongoing border dispute in eastern Ladakh remains unresolved, with Indian and Chinese forces still at odds since May 2020. Despite disengagement at several friction points, a full resolution has not been reached. The situation worsened after the intense clash in the Galwan Valley in June 2020, marking a significant military conflict between the two nations in recent decades.

Army Chief on Eastern Ladakh Border Rebalancing

Army Chief General Upendra Dwivedi addressed these issues during the Bharat Shakti Defence Conclave. He noted that after the May 2020 incident, the army considered rebalancing its strategies. The first stage of this rebalancing has been completed, and a second stage is deemed necessary. He also declared 2025 as the Year of Technology Absorption, while the Year of Transformation will span from 2022 to 2032.

Focus on Border Infrastructure

General Dwivedi highlighted the importance of infrastructure along the northern front. He stressed that significant attention is needed in this area, and efforts are being made to address it. The national focus on border infrastructure is currently very high, reflecting its critical role in maintaining security.

Discussing challenges faced by the Indian Army, General Dwivedi pointed out that unsettled borders remain a long-term issue. Even minor incidents can escalate into major conflicts, making it a significant responsibility for the army. He mentioned that they are dealing with two-and-a-half fronts, including two known borders and an ongoing half-front.

Rebalancing and Preparedness

The concept of rebalancing was further elaborated by General Dwivedi. He explained that after April or May 2020, there was a need to reassess strategies. The army has completed Rebalancing 1.0 and is now considering Rebalancing 2.0. This involves evaluating time, space, and resources while ensuring psychological readiness.

General Dwivedi emphasised the need for operational preparedness. He questioned whether equipment and training are suitable for current deployments. The army is working on Rebalancing 1.5 and reorienting higher command courses to address these concerns effectively.

Integration and Jointness

On achieving jointness in the armed forces, General Dwivedi discussed progress towards integration as envisioned by the government. He mentioned efforts to create joint training institutes and logistic nodes. Since the current Chief of Defence Staff took over, progress has accelerated significantly.

Reflecting on past experiences, General Dwivedi acknowledged that a grey zone existed before April 2020. Although generally aware of it, the Doklam incident served as a wake-up call for preparedness. He praised his predecessors for leaving behind a robust army capable of handling such challenges.

The location of upcoming Army Commanders Conference will reflect strategic intentions. This aligns with ongoing efforts to enhance infrastructure and operational capabilities along critical fronts.
