Amit Shah In Haridwar: Vows To Expel ‘Every Infiltrator’, Launches E-Zero FIR System During Uttarakhand Visit
Amit Shah's Haridwar visit highlights central funding for Uttarakhand, including Char Dham connectivity and E-Zero FIR implementation to curb cyber fraud. The programme also covers citizenship for refugees and police recruitment, framing the BJP's electoral strategy while stressing governance and development milestones in the state.

Addressing a large gathering at Bairagi Camp under the programme titled "Jan Jan Ki Sarkar, 4 Saal Bemisaal", Shah raised slogans of "Bharat Mata Ki Jai" and "Jai Shri Ram" and called on party workers to prepare for future electoral battles. He said the party would first form the government in West Bengal in 2026 and then begin the political campaign for 2027 from Devbhoomi Uttarakhand.

He said the government is firmly committed to removing infiltrators from the country.
"The government is working with determination to drive every infiltrator out of the country from Kedarnath to Kanyakumari."
He added that criticism from the opposition would not deter the government.
"We will drive infiltration out of India. From Kedarnath to Kanyakumari, Rahul Baba can oppose as much as he wants. He sees negativity in everything."
Shah also highlighted the BJP's governance record, claiming that no corruption allegations have been levelled against the party during its nine years in power at the Centre.
"In nine years, there has been no allegation of corruption against the BJP government. But several corruption allegations were levelled against the Congress government led by Harish Rawat."
Development Projects And Economic Growth In Uttarakhand
Shah emphasised the Centre's financial support to Uttarakhand and outlined major development initiatives undertaken in the state.
He said that between 2004 and 2014, the state received only ₹54,000 crore from the Centre, whereas after 2014 the amount rose significantly.
"After 2014, Uttarakhand has received ₹1.87 lakh crore from the central government."
He added that major infrastructure projects such as the all-weather road for the Char Dham, the Delhi-Dehradun economic corridor and several highway and railway projects are progressing with central support.
Shah noted that the state's per capita income has grown significantly.
"In 2014, Uttarakhand's per capita income was ₹1.25 lakh, which has now increased to ₹2.60 lakh."
He also said the state's Gross State Domestic Product has expanded rapidly.
"The GSDP has increased from ₹1.50 lakh crore to ₹3.50 lakh crore."
According to Shah, the period between 2017 and 2026 has been dedicated to the development of Uttarakhand, and the Dhami government has worked to resolve the state's long-standing problems.
E-Zero FIR System Launched To Combat Cyber Fraud
During the visit, the Home Minister also launched the E-Zero FIR system in Uttarakhand by pressing a digital button. The system has been introduced under Section 173 of the Bharatiya Nagarik Suraksha Sanhita to provide faster assistance to victims of cyber financial fraud exceeding ₹1 lakh.
Under the new mechanism, complaints received through the 1930 helpline or the National Cyber Crime Reporting Portal will be registered as an E-Zero FIR at the State Cyber Police Station in Dehradun. These cases will then be immediately forwarded to the relevant police stations through the CCTNS network.
The system aims to enable police to act within the "golden hour", begin evidence collection quickly and freeze suspicious transactions, thereby increasing the chances of recovering defrauded money.
Citizenship Certificates And Police Recruitment Announcements
During the programme, 162 refugees from Pakistan and Afghanistan were also granted Indian citizenship under the Citizenship Amendment Act.
Congratulating them, Shah said, "Hindu, Sikh, Buddhist and Jain refugees coming from Pakistan and Afghanistan have as much right over this country as Prime Minister Narendra Modi. They came to India to protect their religion and family honour, and we will remain firm on the decision to grant them citizenship despite any opposition."
Shah also distributed appointment letters to newly recruited constables in the Uttarakhand Police. Congratulating around 1,900 young recruits, he said that government jobs in the state are now being provided transparently.
"Now in Uttarakhand, government jobs are being given without 'paper leaks' and without 'expenses'. Chief Minister Pushkar Singh Dhami has brought a strict anti-cheating law, which has ensured transparency in employment."
The Home Minister also spoke about the upcoming Kumbh Mela in Haridwar.
"The Kumbh Mela to be held in Haridwar in 2027 will break all previous records."
He further mentioned the Centre's Vibrant Villages scheme, stating that the initiative aims to strengthen border villages and prevent migration from remote areas.
Shah spent nearly four hours in Haridwar, where he also attended a BJP core committee meeting to discuss preparations for the 2027 Assembly elections before returning to Dehradun's Jolly Grant Airport later in the evening.
