New Delhi: In a controversial move, the Aam Aadmi Party (AAP)-led Municipal Corporation of Delhi (MCD) has proposed to significantly increase the financial powers of Mayor Shelly Oberoi by diverting a substantial amount of funds from the 2023-24 budgetary allocation to her discretionary fund. This proposal has sparked strong opposition from the Bharatiya Janata Party (BJP) councillors, leading to heated debates and disruptions in the MCD House.

Diversion of Funds

The cut motion, presented by Leader of the House Mukesh Goel, seeks to amend the revised budget estimates for 2023-24 and divert approximately Rs 1,500 crore from various budgetary allocations to the mayor's discretionary fund. This move has raised concerns among BJP councillors, who allege that it will undermine the powers of committees and concentrate decision-making authority in the hands of the mayor.

BJP's Objections

The BJP councillors vehemently opposed the proposal, arguing that it is unconstitutional and strips away the rights of committees and employees within the MCD. Leader of the Opposition in the House, Raja Iqbal, criticized the AAP for attempting to run the city in an unconstitutional manner by granting the mayor control over such a large sum of money. He further accused the AAP of trying to divert funds meant for employee salaries and committee operations to the mayor's discretionary fund.

Cut Motion Explained

A cut motion is a parliamentary procedure that allows members of a legislative body to propose amendments, alterations, or deletions to budgetary allocations. In this case, Leader of House Goel presented the cut motion to slash unused funds allocated for various zonal committees and works and transfer control of those funds to the mayor.

Funds to be Diverted

According to the cut motion document, a significant portion of unutilized funds from different budget heads will be diverted to the mayor's discretionary fund. These funds include allocations for rural wards, rural roads, unauthorized colonies, committees, parks, landscaping, urban development, road maintenance, new engineering works, unauthorized regularized colonies, urbanized villages, and Group B employees' salaries.

Mayor's Discretionary Fund

Under the Delhi Municipal Corporation Act, the mayor is granted a discretionary fund of around Rs 8 crore to undertake urgent works as deemed fit. However, the proposed diversion of Rs 1,500 crore to the mayor's discretionary fund represents a substantial increase in financial authority, raising concerns about accountability and transparency in decision-making.
