Central Govt Employees Can Use 30-Day Leave for Parent Care
Central government employees in India can take up to 30 days of leave for personal reasons, including caring for elderly parents. This was confirmed by Union Minister of State for Personnel Jitendra Singh in the Rajya Sabha. The leave entitlement is part of the service rules that allow employees to use their leave for various personal needs.
Understanding Leave Entitlements
The Central Civil Services (Leave) Rules, 1972, which came into effect on June 1, 1972, outline the leave entitlements for government employees. These rules apply to all government workers except those with separate regulations, such as Railway staff and members of All India Services. The rules specify different types of leave available to employees.

According to these rules, government employees are entitled to 30 days of earned leave annually. Additionally, they receive 20 days of half-pay leave, eight days of casual leave, and two restricted holidays each year. These leaves can be used for any personal reason, including taking care of elderly parents.
Types of Leave Available
The service rules provide various types of leave options. These include earned leave, half-day leave, commuted leave, and extraordinary leave. Employees can also avail maternity and paternity leave, child care leave, study leave, special disability leave, seamen's sick leave, hospital leave, and departmental leave.
Government policy ensures that leaves are credited in advance to an employee's "Leave Account" twice a year—on January 1 and July 1. When an employee takes a leave, it is debited from this account. However, certain "Special Kinds of Leave" are not deducted from the account balance.
Regulations on Holidays
Executive instructions issued by the government regulate holidays like casual leaves and restricted holidays. They also cover compensatory off and special casual leaves. These instructions ensure that employees have access to necessary time off without affecting their regular leave balance.
The Union Minister's statement was in response to a query about provisions for government employees needing time off to care for elderly parents. Singh clarified that the existing rules already accommodate such needs through the available personal leaves.

These comprehensive rules ensure that central government employees have adequate time off for personal matters while maintaining their professional responsibilities effectively.
