Tamil Nadu Polls 2026: Seeman Promises Loan Waiver, Five Capitals In NTK Manifesto

Even as the leading parties are finalising alliance and seat-sharing talks among allies, Naam Tamilar Katchi (NTK) Chief Coordinator Seeman on Thursday released his party's vision document, promising a radical overhaul of the state's governance structure and a push for greater federal autonomy.

Addressing a press conference in Chennai, the fiery orator laid out an ambitious blueprint that seeks to reimagine the state's administrative landscape. "We are moving towards our dreams of what our state should become," Seeman asserted.

"This is not new-it has been our vision for a long time, and we are determined to achieve it. Today, we have the proof and the confidence that our ideas can be implemented. Tamil Nadu needs a change in governance, not just a change of party. We have a different path and a unique dream, which is why we stand apart."

The 'Five Capitals' Model

The cornerstone of the NTK manifesto is the proposal to decongest Chennai by decentralizing administration. To ensure balanced regional growth and reduce bureaucratic red tape, the party has proposed designating five distinct cities as specialized capitals:

Trichy: To be established as the central Administrative Capital, housing the secretariat and the core machinery of governance.

Chennai: Will retain its status as the Technological Capital, serving as the hub for IT corridors, start-ups, and technology development corporations.

Coimbatore: Dubbed the Industrial and Commercial Capital, it will focus on fostering manufacturing, trade, and textile industries.

Madurai: To be developed as the Cultural Capital, dedicated to the preservation and promotion of Tamil language, arts, literature, and heritage.

Kanyakumari: Designated as the Philosophical Capital, honouring the land's spiritual legacy and philosophical wisdom.

Political and Legal Overhaul

Seeman also outlined sweeping changes to the political system. He pledged to urge the Central government to redraw constituency boundaries based on a formula of three Assembly segments for every one Parliamentary constituency. In a move aimed at deepening democracy, he announced plans to push for a constitutional amendment allowing for the direct election of the President by the people.

The manifesto also proposes making voting mandatory to boost electoral participation and advocates for the creation of dedicated reserved constituencies for women in both the state Assembly and Parliament.

Social Justice and Economic Promises

In the social sector, the NTK chief made a significant announcement regarding student welfare, promising a complete waiver of educational loans. On the contentious issue of reservations, Seeman proposed a paradigm shift, stating that the current system of caste-based quotas would be abolished. Instead, benefits would be prioritized based on the status of being 'Tamil Citizens' (Tamizh Kudigal).

Reaffirming the party's strong stance on prohibition, the manifesto vows to shut down all liquor shops in a phased manner within one year of assuming office.

Asserting State Autonomy

In a bid to restore what the party perceives as eroded state rights, Seeman announced plans to bring legislative amendments to enable the Tamil Nadu government to take over the administration of railway operations within the state's borders, signalling a push for greater control over federal subjects.
