This nickname stemmed from the country's alarming fiscal deficit at the time, which stood at ₹550 crore-an unprecedented figure in that era, signaling deep economic distress.

A fiscal deficit represents the gap between the government's total revenue and expenditure, serving as a crucial indicator of economic health. The high deficit in 1973 highlighted the financial strain on the Indian economy, making it a period of severe fiscal challenges.

Key Announcements in the 1973 Budget

The 'Black Budget' also carried some significant policy decisions, including a ₹56 crore allocation for the nationalization of coal mines, insurance companies, and Indian Copper Corporation. The government justified this move as necessary to meet the rising energy demands of the power sector. These nationalization efforts, coupled with economic difficulties, were precursors to the Emergency declared in 1975.

Looking Ahead to Budget 2025

Meanwhile, Union Finance Minister Nirmala Sitharaman is ready to present Budget 2025 on February 1 and expectations are high regarding tax relief and policies to boost economic growth. Preliminary estimates suggest that the country's GDP will expand by 7.3% in the 2023-24 financial year.

Sitharaman's upcoming budget will not only outline the Modi government's economic vision but also address key fiscal concerns, much like the budgets of the past that shaped India's financial trajectory.
