Despite the scale and importance of the project, progress has been held up largely due to a policy decision by the state government to construct the entire Orange Line as a double-decker corridor. While the move is aimed at optimising road space, it has significantly altered project costs and design requirements. Officials indicate that this change alone could add nearly ₹9,000 crore to the project, forcing BMRCL to revisit technical plans before inviting tenders.
