Karnataka Cabinet Approves Stampede Report, Paves Way for Action Against RCB, KSCA, DNA Entertainment, Police

The Karnataka cabinet has endorsed the findings of the Justice John Michael D'Cunha judicial commission, which investigated the tragic stampede on June 4 outside Bengaluru's Chinnaswamy Stadium. This decision opens the door for action against several parties, including IPL team Royal Challengers Bengaluru (RCB), the Karnataka State Cricket Association (KSCA), DNA Entertainment, and Bengaluru Police officers.

Stampede Incident and Consequences

The stampede occurred around 3:25 pm, resulting in 11 fatalities and over 50 injuries. The commission's report, presented to Chief Minister Siddaramaiah last week, highlighted that all involved parties proceeded with the event despite knowing they couldn't manage the crowd safely. The celebration of RCB's IPL victory coincided with a state government function at Vidhana Soudha, less than a kilometre away, exacerbating the situation.

Findings of Gross Negligence

The one-man judicial commission was established after the Karnataka High Court took suo motu cognisance of the incident. It held RCB, KSCA, DNA Entertainment, and Bengaluru Police accountable for "gross negligence and dereliction of duty." The inquiry uncovered significant failures in planning, coordination, and crowd control measures.

Inadequate Security Measures

Only 79 police officers were stationed inside the stadium with none outside, despite anticipating a large crowd. No ambulances were present at the venue. Senior officials reportedly reacted late; the Joint Commissioner of Police arrived nearly 30 minutes post-stampede, while the city Police Commissioner was informed two hours later.

Judicial Commission's Investigation Process

The report was compiled after site inspections and testimonies from eyewitnesses, government representatives, and police officials. Based on these findings, legal and departmental actions are now being pursued against RCB, KSCA, DNA Entertainment, and senior police officers already under scrutiny.
