E Khata Property Conversion in Bengaluru: 5 Lakh Land Owners to Get 'B' Khata Upgraded to 'A' Khata

In a major relief to Bengaluru property owners, the Karnataka cabinet has approved the conversion of over 5 lakh 'B' khata properties to 'A' khata status within Bengaluru limits. The decision is aimed at regulating unauthorised constructions and improving urban infrastructure across the city.

5% Fee for E Khata Conversion

As part of the new rule, property owners will be required to pay 5% of the guideline value of their property to complete the conversion process. This streamlined approach is expected to bring order to Bengaluru’s unplanned urban sprawl by regularising plots under the BBMP limits.

Eligibility and Guidelines for E Khata Conversion

The new rules apply to around 500,000 properties currently classified as 'B' khata under Bruhat Bengaluru Mahanagara Palike (BBMP). Plots that have not undergone land use conversion or lack approvals from competent authorities are eligible for 'A' khata under nine criteria.

Chief Minister Siddaramaiah clarified that this conversion applies only to plots. Any buildings constructed on these plots without proper approval will still be considered unauthorised, even if the land receives 'A' khata status.

  • Conversion is allowed only for plots located on public roads.

  • Structures on these plots will continue to be labelled unauthorised if constructed without approvals.

  • The initiative focuses on legalising land ownership, not validating buildings.

    Impact on Property Records and Revenue

    The issuance of new 'B' khata certificates has already been stopped within BBMP limits. The government is now moving toward a unified property account system, eliminating the distinction between 'A' and 'B' khata classifications.

    Officials from the urban planning department noted that this reform is expected to generate higher revenue and streamline property records. It also supports the groundwork for establishing the proposed Greater Bengaluru Authority.

    This change is seen as a major step toward transparent urban planning, better governance, and improved civic amenities for Bengaluru residents.
