E-Khata: BBMP May Stop Issuing ‘B Khata’ for Property Owners, Here's Why

The Bruhat Bengaluru Mahanagara Palike (BBMP) is planning to stop issuing 'B Khata' certificates and instead allow property owners to pay a development fee upfront and receive an 'A Khata' directly.

This move is aimed at simplifying the process, giving legal clarity to thousands of property owners, and reducing dependence on temporary or conditional documentation. If approved, the new rule will benefit those who currently struggle with property restrictions under 'B Khata' status.

What changes for property owners?

At present, 'B Khata' is issued to properties in unauthorised layouts, those without proper approvals, or those built in violation of norms. These properties are not eligible for home loans, trade licenses, or building modifications.

Under the proposed system:

  • You would pay a development fee at the time of khata registration.
  • 5% of guidance value for small sites
  • 15% for larger ones
  • You would then receive an 'A Khata' directly-giving your property full legal standing.

How much does a final e-Khata copy cost in Bengaluru?

The Bruhat Bengaluru Mahanagara Palike (BBMP) charges a nominal fee of Rs 125 for the final copy of an e-Khata.

Why this move now?

BBMP has already stopped issuing khatas for properties in unapproved layouts. It recently identified over 54,000 properties that had wrongly received 'A Khata' and ordered a review to cancel them. The new proposal is part of a wider crackdown on irregularities and an effort to boost transparency in property records.

Urban Development Department Additional Chief Secretary Tushar Girinath said the goal is to ease the burden on property owners and bring more clarity to Bengaluru's real estate market.

Building plan approvals to be simplified

Girinath also said around 10,000 building plan applications are submitted each year, and over 60% involve 'B Khata' sites. Most of these are stuck due to incomplete or unauthorised layouts. The new plan hopes to reduce these delays by regularising properties earlier in the process.

Digital push continues

BBMP already offers e-Khata applications through its portal, cutting down on visits to its offices. With the proposed change, the system could become even more streamlined-doing away with temporary certificates and bringing more properties into the legal fold.
