DK Shivakumar's Ramanagara-Bengaluru Urban Merger: Political Masterstroke Or Real Estate Strategy?

Deputy Chief Minister of Karnataka, DK Shivakumar, has ignited a political strom with his recent proposal to merge Ramanagara district into Bengaluru South district. This proposal has sent shockwaves through the realm of state politics, largely due to the notable presence of the Vokkaliga community and the entrenched dominance of the Janata Dal (Secular) in the four assembly segments of Ramanagara, Magadi, Kanakapura, and Channapatna.
DK Shivakumar said, "Initial discussions are underway to rename Ramanagara district as Bengaluru South district, which will encompass Channapatna, Ramanagara, Kanakapura, Magadi, and Harohalli taluks."

He argued that as Karnataka's capital gains international recognition as the country's Silicon Valley and experiences rapid development, the plan is to include Ramanagara, Magadi, Kanakapura, Channapatna, and Harohalli taluks in the Bengaluru South district, with Ramanagara serving as the district headquarters. This move aligns with the wishes of the people of Ramanagara, as per Shivakumar.

In the past, Bengaluru district consisted of Doddaballapur, Nelamangala, Yelahanka, Devanahalli, Anekal, Bengaluru South, Bengaluru East, Hoskote, Ramanagara, Magadi, Kanakapura, and Channapatna taluks. Subsequently, Doddaballapur, Nelamangala, Devanahalli, Hoskote, Channapatna, Ramanagara, Magadi, and Kanakapura taluks were grouped together to form Bengaluru Rural District, citing administrative convenience.

On August 23, 2007, during HD Kumaraswamy's tenure as Chief Minister, Magadi, Kanakapura, Channapatna, and Ramanagara taluks were incorporated into the newly formed Ramanagara district, with Ramanagara as its district headquarters. Later, the Harohalli taluk was also added to this district.

A Political Move to Weaken JDS?

DK Shivakumar's proposal has ignited a political storm in Karnataka, particularly in Ramanagara district, a Vokkaliga-dominated region and a JDS stronghold. The district has been represented by prominent JDS leaders, including former Prime Minister H.D. Deve Gowda, followed by his son HD Kumaraswamy, who later became the Chief Minister. Kumaraswamy's wife, Anita Kumaraswamy, has also been the MLA for Ramanagara Constituency.

With JDS holding sway in these constituencies, despite losing three seats to the Congress, including HDK's son Nikhil Kumaraswamy's loss in Ramanagara, the renaming and inclusion of Ramanagara into Bengaluru could spell trouble for the party, according to political analysts. This move is viewed as a potential strategy by the DK Shivakumar brothers and a new weapon to weaken the JDS's influence in the Vokkaliga stronghold.

Real Estate Interests at Play?

Shivakumar's proposal has raised questions and speculations, with Kumaraswamy accusing the DK Brothers of attempting to conceal irregularities in Kanakapura. Critics have suggested that this is a strategy to sell land to affluent groups in Bengaluru, potentially influenced by the real estate lobby.

Recent statements made in Kanakapura, a region associated with DK Shivakumar, have fueled these speculations, with local residents being advised not to sell their land, as these areas are expected to be incorporated into Bengaluru shortly, leading to a significant increase in land prices.
