CAT Quashes Suspension of IPS Officer Vikash Kumar Vikash in Bengaluru Stampede Case
Suspended IPS officer Vikash Kumar Vikash has been granted relief by the Central Administrative Tribunal (CAT), which has ordered his reinstatement following his suspension in connection with the Bengaluru stampede that occurred outside the M Chinnaswamy Stadium.
CAT Ruling Challenges State's Action
The CAT's decision comes as a major development in the case, which led to the suspension of three senior IPS officers after a stampede during the RCB victory celebration claimed 11 lives and injured several others. The tribunal also asked the government to review the suspension orders for Bengaluru Police Commissioner B Dayananda and central DCP Shekar HT, who had not independently approached the tribunal.

Background: June 4 Stampede and Government Response
Vikash Kumar Vikash, then Additional Commissioner of Police, Bengaluru, was suspended along with Dayananda and Shekar following the tragic incident. The Karnataka government, citing dereliction of duty, submitted a report recommending their suspension, which the central government approved on June 28.
Following a Cabinet meeting on June 5, Chief Minister Siddaramaiah announced the suspension of the officers, as well as several other personnel including the stadium in-charge, Cubbon Park police station inspector, and police housemaster.
Vikash Kumar Vikash Alleges He Was Made a Scapegoat
Challenging the state's decision, Vikash Kumar approached the CAT, claiming he was unfairly targeted and that the disciplinary action lacked legal basis. The tribunal, in its ruling, supported his contention and ordered his reinstatement, dealing a setback to the Karnataka government.
Reports suggest that the state government may approach the High Court to challenge the CAT's decision. Meanwhile, the charge sheet against the officers, which was expected within 30 days as per the CM's announcement, is still awaited.
The CAT's ruling in favour of Vikash Kumar Vikash IPS is likely to have broader implications for how disciplinary actions are handled in high-profile administrative cases. With possible legal escalation on the horizon, the spotlight remains on how the Karnataka government will respond next.
