Bengaluru’s Twin-Tube Tunnel: Detailed Toll Rates for Key Routes Announced

The detailed project report (DPR) for Bengaluru's ambitious twin-tube tunnel road, linking Hebbal and Silk Board Junction, outlines a toll of Rs 330 for a 16.6 km stretch. This pricing structure is based on a gazette by the Ministry of Road Transport and Highways, incorporating a 5% annual increase pegged to the wholesale price index, capped at 40%. The toll rates, however, are specifically calculated for cars, excluding other vehicle types.

The north-south corridor, stretching from Hebbal Esteem Mall Junction to Silk Board KSRP Junction, is set to be an underground tunnel. With three intermediate ramps at Mekhri Circle, Racecourse, and Lalbagh, this project promises to connect key points directly. This development aims to slash the current travel time from 90 to 20 minutes, significantly easing congestion and enhancing connectivity.

In addition to the Hebbal-Silk Board route, toll estimates for various distances have been laid out. A Rs 320 toll is proposed for the Hebbal-Sarjapur/HSR Layout stretch, with other specified routes like Hebbal-Hosur Main Road and Outer Ring Road, K R Puram-Silk Board Junction, having their respective toll rates. Furthermore, the report suggests tolls ranging from Rs 255 for the Jayanagar-Hebbal route to Rs 130 for the C V Raman Road-Hebbal stretch.

The project's financial model leans heavily on a 30% government grant through viability gap funding. A build-operate-transfer model is recommended, offering a 30-year concession to the private entity involved. This timeframe encompasses a construction period of 61 months, followed by 25 years for operation and maintenance. To support this venture, the Government has committed to guaranteeing a substantial Rs 19,000-crore loan sought by the Bruhat Bengaluru Mahanagara Palike (BBMP) for the tunnel's construction.

A BBMP official highlighted that the toll rates are preliminary and subject to revision as the project advances. The inclusion of other vehicle types like autos and two-wheelers in the toll scheme will be determined by the government. This statement underscores the evolving nature of the project's financial and operational parameters.

Despite its potential benefits, the tunnel road project has not been without its critics. Concerns have been raised regarding environmental impact, data inconsistencies between reports, and the project's alignment with sustainable transportation principles. Critics also point out the project's dubious linkage to unrelated locations, which has sparked further scrutiny.

The project, championed by Deputy Chief Minister and Bengaluru Development Minister D K Shivakumar, aims to provide high-speed connectivity and decongest key roadways. The Government defends its initiative, citing reduced noise and air pollution, fuel savings, and improved access as major advantages.
