2G: Why did DMK's Raja conspire against Ratan Tata?

CBI stated that Tata Group lost spectrum allocation because of Raja's conspiracy with other co-accused in 2G scam. The investigative agency gave clean chit to his Tata group in the 2G spectrum scam.
CBI claimed that no irregularities have been noticed while issuing 2G license to the telecom company. Ratan Tata and corporate lobbyist Niira Radia earlier were accused of irregularities in getting 2G license. [Read: Why did Tata 'donate' Rs 20 cr to Raja?]
However, an accused in the case, Shahid Balwa was not convinced over CBI's decision. Balwa asked the question - why did the Tatas "donate" Rs 20 crore to a medical college cum hospital in Perambalur in Tamil Nadu according to former telecom minister A Raja's demand?
Shahid Balwa is one of the accused in the 2G spectrum scam which caused the nation a whopping Rs 1.76 lakh crore loss.
