Prov certificates will not help to regularise unauth colonies: Goel

New Delhi, Oct 24 (UNI) BJP General Secretary and former Union Minister Vijay Goel today said the issuance of provisional certificates by the Delhi Government would not help in any way to regularise unauthorised colonies.

Addressing a press conference here, Mr Goel said the issuance of provisional certificates has no sanctity.

''The Supreme Court, in its direction on October 21 has clearly stated that the issuance of provisional certificates by the Delhi government is not only illegal but also not helpful in any way in the regularisation of the colonies,'' Mr Goel said.

Terming the issuance of provisional certificates to the unauthorised colonies as an ''election stunt'', the BJP leader said, ''in an answer to an RTI question, the Urban Development Ministry has admitted that not a single colony has been regularised in Delhi during the last ten years and neither any colony has been regularised on an ad hoc or temporary basis.'' The BJP leader said until the land use in the 2021 Master Plan for Delhi is not changed and the Supreme Court does not approve it, the announcement about regularising any colony is only aimed at playing with the emotions of the people because no building plan can be sanctioned in any colony.

He said notwithstanding the claims by the Congress that colonies had been regularised during the tenure of the late Prime Minister Indira Gandhi, the reality was that the decision about regularising all the colonies which had come up by June 30, 1977 had been taken by the then Janata party government.

The BJP has always been fighting for regularising the unauthorised colonies, he said.

The late Chief Minister Sahib Singh Verma had himself pleaded before the Delhi High Court for providing basic amenities to the people of unauthorised colonies. But the Congress government did not take any effective step for regularising the colonies during the last ten years.

''Now, in view of the elections, a hollow propaganda is being made that the Congress has regularised the unauthorised colonies,'' Mr Goel said and claimed that the people of unauthorised colonies would give a befitting reply to the betrayal of the Congress and make the BJP victorious by a thumping majority because it would regularise the unauthorised colonies.
