New Delhi, Aug 8 (UNI) The Centre has asked the states to set up a Nodal Cell to check the menace of fake currency as it plays a crucial role in funding terrorism and sought their consent for setting up a Central Committee to investigate and enforce crimes of inter-state and international ramifications like terrorism.

Home Secretary Madhukar Gupta after holding a day-long deliberations with Chief Secretaries/ Home Secretaries and Director Generals of Police of states and Union Territories on the internal security situation of the country, said states have also been asked to regulate sale of SIM cards.

Mr Gupta said efforts were being made to convince the state government officials for constituting a Central Committee headed by Union Home Secretary and having Intelligence Bureau Director, Law Secretary, Solicitor General of India, state Chief Secretaries and DGPs, which would be given specific cases of terrorism and other crimes, as its members.

He explained that unlike the US, India does not need any federal agency as the Indian Penal Code is a federal law so the states need not have any apprehensions about their power being curtailed by the proposed committee.

The committee could be entrusted with the law enforcement job, which would entail both investigation and intelligence gathering, he said and added that it would work under the concurrent list of the Constitution.

Asserting that the proposed committee would not take away powers of the CBI or Intelligence Bureau, he said that it could be brought into existence by amending the existing laws or by an order.

The state government officials sought details of the concept saying that after studying they would send their response, Mr Gupta said.

This was encouraging development in view of the fact that many of the state governments were earlier vehemently opposing the federal agency.

Regarding the fake currency racket being run in many parts of the country, Mr Gupta said the Home Ministry after detailed discussion with the RBI, Finance Ministry and the Intelligence Bureau has decided to have a institutional mechanism to analyse all the data regarding fake currency and identify the important ones and ask the CBI to investigate them.

The Centre has also asked the states to have a Nodal Cell and designate a Nodal Officer who in coordination with the Centre and CBI would investigate these organised crime in systematic manner.
