Bhubaneswar, Aug 06 (UNI) Regional Imbalance Commission Chairman Justice S K Mohanty has suggested the government to constitute a Backward Area Development Council and a Border Area Development Board for a balanced development of all regions of the state.

The Commission, which was constituted by the state government in February 2004, submitted its report to Chief Minister Naveen Patnaik today.

The Commission divided all the blocks and districts under four categorise -- developed, developing, backward and very backward, and suggested the government to allocate funds to various regions on the basis of their backwardness.

The Commission suggested that fund allocation should be made in such a way that the more an area is backward, more funds it should get.

It also suggested to prepare sector specific plans and appoint a full time Member Secretary in the Planning Board to ensure speedy and equitable development of diffrent areaws.
