Srinagar, Jul 18 (UNI) Concerned over the reports about paucity of staff at various places in Jammu and Kashmir owing to transfer of officials, having political connections, from one department to another along with their posts, the government has ordered their immediate detachment.
In a major administrative decision, the government has also directed the Treasury Officers not to entertain the salary bills of the Government employees who have been attached or transferred, along with the post, unless the report of their original place of posting Certificate is not recorded by the Drawing and Disbursing Officers on the monthly salary bill.
The government employees, both gazetted and non-gazetted, attached with various offices in the state should be immediately detached, a government order said here today.
It said all such employees shall be relieved to report to their original places of postings with immediate effect wherefrom they were withdrawn before such attachments.
An official spokesman said this follows a directive from Governor N N Vohra, whose attention had been drawn by the people from various segments of society during public hearings, complaining, inter alia, about the paucity of staff at various places all over the State.
The order said the officers and officials transferred along with the post from one office to another office shall be reverted back to their original place of posting.
However, where attachments or transfers, along with the post, have been made by the administrative department, the concerned Administrative Secretary shall place such cases before the Governor through the Chief Secretary for review.
The Government has also directed the Treasury Officers not to entertain the salary bills of the Government employees who have been attached or transferred, along with the post, unless the report of their original place of posting Certificate is not recorded by the Drawing and Disbursing Officers on the monthly salary bill.
All the heads of the departments have been asked to submit a compliance report to the Administrative Department concerned regarding such detachments within a period of two weeks from the date of issue of the order, with a copy to the Chief Secretary.
Official sources said hundreds of employees, having political connections, are attached with the department of their choice.
Majority of them are visiting the offices only to get the salary, they said.
