MCD action against 14 exec engg,20 AEs and 21 JEs for irregulariti

New Delhi, May 23 (UNI) MCD Commissioner K S Mehra today ordered strict disciplinary action against 14 Executive Engineers, 20 Assistant Engineers, 17 Junior Engineers and 21 class-IV employees for serious irregularities and malpractices at Sanitary Land Fill sites at Bhalaswa, Ghazipur and Okhla.

The action follows surprise and repeated raids this month at various landfill sites by the MCD Vigilance department wherein it was detected that the concerned officials were conniving with the contractors in dumping garbage at SLF sites in place of silt removed from various nallahas during the desiltation work presently being carried out at 'nallaas' situated in different parts of the city, an MCD spokesperson said.

As per the directions of the MCD commissioner, the Delhi Police Officers working with the Vigilance Department also participated in the joint raids.

The Municipal Commissioner informed that raids were conducted at Bhalaswa on the night of May 7, 10 and 11.

Mr Mehra said the JE concerned is duty-bound to remain at site from where silt stacked after excavating from 'nallaas' is to be filled in trucks to carry it at SLF site for dumping. He is also responsible for personally checking it and issuing slips under his own signatures after verification.

In this case, the JE concerned, in connivance with contractors, issued slips for silt, even though the trucks were filled up with garbage to extend undue favour to the contractors, thus resulting in financial loss to the MCD.

He informed that keeping in view the serious irregularities and malpractices, Regular Departmental Action (RDA) for major penalty proceedings has been initiated against 12 Junior Engineers. Minor penalty proceedings have been initiated against seven Executive Engineers and 13 Assistant. Engineers for lack of supervision. Major penalty proceedings have been initiated against one Assistant Engineer and one Junior Engineer for remaining absent from their duty thereby showing gross negligence and dereliction of duty.

The commissioner said the raids by the Vigilance Department, along with the Delhi Police Officers at its disposal, were carried out at Ghazipur on May 9. It was found that a private person reportedly an employee of contractor was issuing slips to the drivers of the vehicle coming to SLF site from outside.

Slips were purportedly signed by the JE.

It constitutes serious lapse on his part, the commissioner said adding that major penalty proceedings have been initiated against the concerned Junior Engineer. Major penalty proceedings have been initiated against one Executive Engineer and one Assistant.Engineer.

At Okhla SLF site, the raids were conducted by the Vigilance team on May 2, 3 and 12. It was found that three trucks were carrying garbage instead of silt removed from the 'nallas.' Keeping in view the seriousness of the irregularities and malpractices, Commissioner has ordered major penalty proceedings against four Junior Engineers.

The services of one Junior Engineer engaged on contractual basis have been terminated. Minor penalty proceedings have been initiated against four Executive Engineers and four Assistant. Engineers for lack of supervision and control.

Commissioner has also ordered strong legal against the concerned firms for indulging in serious malpractices. He has directed that the antecedents of these firms be checked and appropriate legal action be initiated against them.
