PMSF calls for offering vacant OBC quota seats to creamy layer
New Delhi, Apr 19 (UNI) The Progressive Medicos and Scientists' Forum today said vacant seats under the 27 per cent OBC quota should be offered to creamy layer if enough non-creamy layer candidates are not available.
''We urge the government to frame the guidelines for identifying the creamy layer among OBC... so the entire quota for OBCs is filled...Otherwise reserved seats may never be filled completely,'' PMSF chief Vikas Bajpai said.
''It must be ensured that the creamy layer criterion should not become a tool to derail the provision for reservations,'' he added.
Mr Bajpai said the benefit of reservations should first be given to the students belonging to non-creamy layers.
''The principle of creamy layer cannot be an overriding one because the purpose of reservations is to provide greater opportunities to oppressed castes,'' he added. The Forum also welcomed the statement of the anti-quota supporters that they were not against reservation.
