New Delhi, Apr 2 (UNI) BJP Delhi Pradesh president Harsh Vardhan today demanded the State Government to carry out special audit of Annual Revenue Report (ARR) of power companies so that bungling of these could come out in the open.

Participating in the short duration discussion in the Legislative Assembly on the "continuing grim situation of power in the capital after its privatisation", Dr Harsh Vardhan said the stomach of these private companies is not filled even by increasing power tariff four times, getting crores of rupees as Government subsidy and realisation of inflated bills by installing inferior meters.

''And, now, they intend to exploit the power customers heavily by making efforts of realisation of power rates according to time.

Having Government patronisation, these private power companies are becoming richer by doing heavy undeclared power cuts and selling share of Delhi's electricity to Andhra Pradesh and other states at the rate of Rs eight per unit by violating the MoU with the Delhi Government. All these should be examined,''Dr Harsh Vardhan said.

He alleged that these companies show deficit in their ARR by doing heavy misappropriation.

''These companies have economic connivance with the Government as well as with DERC. That is why special audit of ARR of these companies is not being done separately,''Dr Harsh Vardhan said and expressed surprise that when the Government got audit of its Government departments done by the CAG every year, then why special Government audit of the records of private companies are not got done.

The BJP Pradesh president said these companies had earned benefit of billions of rupees during the five years of privatisation of power distribution.

''Inspite of this, they show deficit in their records by misappropriation. These companies show purchase of gadgets and machinery of crores of rupees in the name of modernisation of electricity machines from their own sister companies several times higher from the prevailing rates of the markets,'' he said.

''The fact is that purchase is shown on the higher side then the actual one. The money so earned is transferred to other companies thereby looting the public with both hands,''the Delhi BJP chief alleged.

He alleged that bungling of Rs 12,500 crore was done at the time of privatisation.

''The Chief Minister is fully involved in this bungling. That is why she is not got done the audit of the companies even after the recommendations of Government Agencies. The welfare of power consumers of Delhi is not safe in the hands of such Chief Minister,''he said.

Dr Harsh Vardhan said the Government had made a law to impose penalty on the companies for undeclared power cuts, but this had been kept in cold storage.

''The companies has done severe power cut on the important occasions of Deepawali, Id, Barkrid, Holi, exam days, Chhath Parva, Lohri etc. The Power Minister only issues lofty statements that action will be taken if there is any power cut,'' he said.

However, these companies have not been penalised by doing fine of a single paise till date, he added.
