Delimitation, caste issues rock Uttaranchal

Dehra Dun, Mar 14 (UNI) Caste certificate and delimitation issues today rocked the Uttarakhand Assembly once again forcing Speaker Harbans Kapur to adjourn the House thrice.

UKD and Congress Mlas rushed to the well of the House in protest against fresh delimitation. They held that the state had already seen delimitation in 2001.

As soon as the proceedings began at 1100 hrs, Congress MLAs Kishore Upadhaya, Manoj Tiwari, Karan Mohra and Govind Singh Khunjwal raised the issue of fresh delimitation under Section 310 and demanded that it be stalled.

Speaker Kapur said the matter was under the jurisdiction of the High Court and therefore, the House could not deliberate on it.

He, however, added that the issue was open to debate provided that it was discussed with due conduct of the House.

The House was first adjourned at 1130 hrs, then at 1145 hrs and finally at 12:20 hrs. Even as it was adjourned, the legislators continued with their agitation.

The speaker, despite numerous pleas to maintain conduct, had to carry on the proceedings admist the heavy sloganeering. The House was adjourned till 1500 hrs.
