New Delhi, Dec 13 (UNI) Minister of Chemicals, Fertilisers and Steel Ram Vilas Paswan has reiterated his commitment that full requirement of fertilisers to Uttar Pradesh would be met as per agreed plan.
Mr Paswan was reacting to a news item relating to fertilisers in UP with particular reference to DAP and NPK variety.
At the same time, it is for the State Government of Uttar Pradesh to ensure that the available stocks are distributed as per requirement in all the districts so that there is no problem of shortages, the minister said it is upto the Government to ensure that such shortages do not occur, resulting in black-marketing of stocks for which they have adequate powers under law.
The Department of Fertilisers monitors the supply position of Urea, DAP and MOP, he said.
Considering that the private industry is importing this year far less quantity of DAP as compared to last year, all the State Governments, including UP, have been advised, as far back as May 2007, to nominate a State level Agency to receive stocks from Central State Trading Agency and distribute the stocks internally within the State.
Accordingly, State Government has nominated Pradesh Cooperative Federation (PCF) as the State level agency.
The PCF had placed an order in the Indian Potash Limited (IPL) for 3 lakh MT of DAP, of which a quantity of 2.06 Lakh MT has already been supplied. UP Government has subsequently taken a decision that the remaining stocks were to be sent for private trading.
According to an official release, the DAP has been made available in excess of the requirement projected by the State (in consultation with the Department of Agriculture&Cooperation, Ministry of Agriculture) and availability has been far ahead of the sales. There have been reports of local shortages which have been primarily on account of inability of PCF to distribute the available fertilizers within the State. The distribution of fertilisers within each State is the responsibility of State level agency or State administration.
Department of Fertilisers has been holding regular discussions with the officials of UP Government to oversee that requisite stocks were made available to the State.
In the first week of December, the matter has once again been reviewed with the State Government officials and a decision has been taken to supply 5 lakh MT of Urea, 1.25 lakh MT of DAP and 0.25 lakh MT of MOP. This has been confirmed by it in a letter dated 6.12.2007.Supplioes were being made accordingly.
Department of Fertilisers does not monitor the supply position of complexes (NPK). However, keeping in view the request of the State Government, it has been decided in the meeting held in the first week of December that the State would be supplied 1.2 lakh MT of complexes by stepping up the production of the complexes, the release added.
