Police said there was a dispute between Narasinga Rao and Malakondaiah, both from Onolge in Prakasham District, following which the former wanted to kill the latter.
Rao hired Ramesh and Gurappa to hand over the 'parcel bomb' to Malakondaiah. Instead, they abandoned it at an isolated place.
Venkati, who was serving a sentence in connection with a case, had sold the material used for making the explosive to Ramesh to make the bomb.
The police have launched an hunt to nab Narasinga Rao who was absconding.
Municipal workers were removing the garbage dumped in an open ground near Surabhi Colony, close to the railway track, when they stumbled upon the plastic bag.
They saw the bomb wrapped in thermacol and cotton and alerted the Chandanagar Police.
